REQUEST FOR EXPRESSION OF INTEREST

  1. The Government of the United Republic of Tanzania has received a credit from the International Development Association (IDA) towards the cost of Tanzania Strategic Cities Project (TSCP) – Second Additional Financing (AF2). It is intended that part of the proceeds of the credit will be used to cover eligible payments under the contracts for the provision of construction supervision consultancy services for Urban Infrastructure Development in Dodoma Municipal Council under the TSCP – AF2. 
  2. The overall objective of this assignment is for the Construction Supervision Consultant (CSC) to provide direct on-site supervision of the construction works under the TSCP - AF2 and after their completion, to provide part-time supervision of the defects liability period. The works to be supervised under the TSCP – AF2 in Dodoma Municipality are for Packag 5 Upgrading/Rehabilitation of Ndovu, Swala, Zuzu, Boma, Biringi Avenue – Farahani, Ilazo – Ipagala and Central Business Park Roads and Construction of Skip Pads; Package 6: Upgrading/Rehabilitation of Ring Road from Kisasa to Mapinduzi/ UDOM & Njedengwa, Six (6) Footbridges, Transit Lorry Parking including Access Road, Chang'ombe/DMC Road - Great North Road Link,  Service Roads  linking Kinyambwa, Kikuyu, Chidachi and Itega Communities with Kikuyu Junction (Great North Road) and Ipagala Community-Ilazo Communities-Hombolo Reservoir Storm Water Drain; and Package 7: Construction of Regional Bus Terminal  Main Central Market and Rehabilitation of Chinangali Public Park.
  3. The Dodoma Municipal Council now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:(i) experience in development/implementation of infrastructure projects; (ii) experience in design and construction supervision of infrastructure development/investments that include urban roads, drainage, solid waste management sites, environmental and social management plans; and (iii) successful supervision of similar projects (by size and complexity) in an urban or peri-urban environment. Information to be provided should include name of assignment, name and full contact address of the client, specific input, experts and tasks performed by the consultant under the assignment, assignment value, period (dates) of execution of assignment, etc.                     Firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
  4. This is not a request for proposals (RFP).  After a review of the expressions of interest, a shortlist will be prepared and the short-listed consultants will be invited to submit their proposals through a letter of invitation including specific terms of reference.  The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [current edition] ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.  A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
  5. Box 1249, Dodoma, Tanzania.  Expressions of Interest should be submitted in writing and have to be enclosed in plain sealed envelopes.  Expressions of Interest sent by post must be registered.  Envelopes containing Expressions of Interest must be clearly marked “STATEMENT OF EXPRESSION OF INTEREST FOR THE PROVISION OF CONSULTANCY SERVICES FOR URBAN INFRASTRUCTURE DEVELOPMENT IN DODOMA MUNICIPALITY UNDER THE TSCP – AF2”.
