Assignment Title: Environmental, Social, Health & Safety Specialist (ESHS Individual Consultant)
Reference No. CSI-1-6
The Government of Romania has received financing from the World Bank toward the cost of the Justice Services Improvement Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) objective is to ensure compliance with environmental, social, health and safeguard requirements, and safety in carrying out civil works. An ESHS Individual Consultant will be hired by the Department for the Implementation of Externally Financed Projects (DIEFP) within MoJ will ensure implementation of safeguards requirements. These shall be based on the requirements of environmental legislation of Romania and relevant WB’s safeguard policies and procedures.
The total staff days input of the Consultant is estimated at minimum 200 working days (to be performed until the end of the Project (December 31, 2023).
The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
The Ministry of Justice - Department for Implementation of Externally Financed Projects (DIEFP) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
In order to be able to charge the Client for the activities performed under these terms of reference, the expert must be either a person authorized under the Law 300/2004 regarding the authorization of individual persons and family associations to carry out independent activities or another form of organization that enables him/her to issue invoices for the services provided. In any of the cases, the Consultant should be aware that the services will be provided only by the selected Individual Consultant and no substitution of any individual who was initially selected will be permitted.
A Consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations.
