Assignment Title:  Consultant Services for Preparation of Incident Notification and Communication Procedure for Oil and Gas Exploration and Production

The Government of Mozambique has received financing from the World Bank toward the cost of the Mining and Gas Technical Assistance Project (MAGTAP), and intends to apply part of the proceeds for consulting services.

The consulting service (“the Service”) includes: (i) Develop a system for the Operators to clearly demonstrate compliance with all legal and other requirements relevant to the Industry, and their capacity and ability to manage HSE risks in all levels; (ii) Create Procedures for Notification and Communication of Incidents during the Oil and Gas operation and production; (iii) Design Specifications of a Software for Incident Notification, Communication and Response System in the Oil and Gas exploration and production; (iv) Design a Communication Plan that will create awareness of the INP’s HSE Policy and improve Operator’s risk management; (v) Conduct research into existing Regulatory Frameworks that are deemed to be suitably compatible with the way INP is taking the Regulator approach in order to incorporate industry best practices for HSE performance management; 

The Ministry of Mineral Resources and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) Experience in incident Management for Oil and Gas Industry; (ii) Experience in developing HSE Policy in oil and gas sector, Environmental Management System, Integrating Management System, Risk Management System and developing Governance Framework within the hydrocarbon sector; (iii) International and Regional Experience in conducting activities related to oil and gas sector (Onshore and Offshore).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. When expressing interest in association, consultants are encouraged to state the form of association.

A Consultant will be selected in accordance with the Quality and Cost based Selection (QCBS) method set out in the Consultant Guidelines.
