1. The Government of Mozambique has received a credit from the International Development Association towards the cost of the Water Supply and Institutional Support Project II (WASIS II) and intends to apply part of the proceeds towards payments under the Contract for Design and supervision of rehabilitation and construction of electromechanical equipment of boreholes, water treatment plant and pumping stations in Tete.

2. The services include:

  (a) Design, prepare Bidding Documents and Evaluation Report for the rehabilitation and construction of electromechanical equipment of boreholes, water treatment plant and pumping stations in Tete in accordance with the project environmental and social safeguard documents and local legislation.

   (b) Supervision of the rehabilitation and construction electromechanical equipment of boreholes, water treatment plant and pumping stations in Tete in accordance with the project environmental and social safeguard documents and local legislation.

3. The Fundo de Investimento e Patrimonio do Abastecimento de Água (FIPAG) as implementing agency of the Government of Mozambique, now invites eligible Consultants to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions and implementation of projects in accordance with environmental and social safeguard’s framework, etc.).

4. The Consultant shall be a reputable civil engineering consultancy firm with at least 20 years’ experience in water engineering which at least 10 years in design and supervision of groundwater based urban water supply systems. Specific experience in design of electromechanical equipment of boreholes and design of iron removal plants is necessary. The consultant should be fully conversant with World Bank procurement documents, FIDIC conditions of contract and construction of projects in developing countries.

The above experience should include: i) experience in groundwater abstraction systems for urban use (7 years), ii) water treatment process design including rapid/slow sand filters and iron removal (10 years), iii) pumping stations (7 years).

5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, January 2011 and revised in July 2014, (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

6. A Consultant will be selected in accordance with the Quality and Cost Based Selection set out in the Consultant Guidelines.
