BACKGROUND

The Federal Republic of Somalia through the Ministry of Labour and Social Welfare (MoLSA) has received financing from the World Bank towards the cost of the Somalia Shock-Responsive Safety Net for Human Capital Project (SNHCP)

SNHCP is a national unconditional cash transfer program implemented by MoLSA.  and delivered by World Food Program (WFP). The Project Development Objective is to provide cash transfers to targeted poor and vulnerable households and establish the key building blocks of a national shock-responsive safety net system.  Implementation of the SNCHP involves multiple agencies and the MoLSA is responsible for the overall implementation, management and coordination of the program, including coordination with relevant authorities at federal member state level. The Ministry has established a Project Implementation Unit (PIU) that is tasked primarily with daily coordination and implementation of the project activities.

The Ministry is seeking to hire as a Grievance Redressal Mechanism and Social Risk Management (GRM&SRM) Specialist to support in the implementation of the SNHCP. The GRM and Social Risk Management Specialist shall work in the PIU.

2. Responsibilities of the assignment

The overall responsibilities of the GRM&SRM Specialist will be: (i) supporting and overseeing the implementation of an efficient, fair, and accessible GRM/SRM measures for mitigating potential risks, address risks if materialized, and resolving beneficiaries’ and other stakeholder’s complaints, including establishing GRMs; (ii) Support activities designed to manage social risks in the project as elaborated in the Environmental and Social Commitment Plan (ESCP), Social Management Plan (SMP), Labour Management Procedures (LMP) and all other social risk management action plans; (iii) Support continuous stakeholder and community engagements and consultations, including the implementation of the Stakeholder Engagement Plan; (iv) Facilitate the immediate reporting of any severe safeguard incidents as per the Projects Operations Manual and the Environmental and Social Incidents Reporting Toolkit protocols, including providing input as required to the Root Cause Analysis and supporting implementation of the relevant corrective action plans; (v) Ensure that all activities related to effective GRM functioning and grievance/complaint retrieval flow and redress responsibilities for cash transfers carried out by WFP for Component 1 meets all project safeguards requirements. 3. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

    1. Undergraduate degree (Preferably master’s degree) in Social Science, Law, Political Science, Sociology, or social science.
    2. At least five years’ experience in the social development field with a focus on stakeholder and community engagements, inclusion, gender and GBV, complaints and grievances management, vulnerable and minorities, disability, displaced populations and refugee/returnee influx.
    3. Broad understanding of the national policies, laws and regulations social issues above, with familiarity of World Bank Social Safeguard Policies and Procedures a plus.
    4. Ability to analyze large amounts of data and identify emerging trends would be an advantage.
    5. Experience in supporting social risk management in development projects, with experience in cash transfer programs an added bonus.
    6. Excellent inter-personal, communication and problem-solving skills as well as negotiation skills.
    7. Capability to prioritize work and mitigate risks.
    8. Ability to work with minimum supervision and deliver under pressure

4. Duration:

The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.

5.The Ministry of Labour and Social Affairs now invites eligible Individual to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.

6.The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17of the WorldBank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

7. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
