2. The CITIC International Tendering Co., Ltd. now invites sealed bids from all eligib le and qualifiedbidders for the following goods and related services:

Main Type ofGoods: SHST-WB-0058: smart water meter (DN15 ~ DN25 caliber NB-IoT ultrasonic water meter) and supporting.

The delivery of the above goods and related services is within 40 days after the supplier receives the buyer'snotice.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFFB) as specified in the notice.

3. World Bank’s “Procurement Regulations for IPF Borrowers”(“Procurement Regulations&rdeligible Bidders as defined in the ProcurementRegulations.

4. Interested eligible biddersmay obtain further information from CITICInternational Tendering Co., Ltd. and inspect the Bidding Documents at the address given below between 9：00~11：30 and 14：30~17：00(Beijing time) from January 17, 2020 to the deadline for bidding every day (except Sa turdays, Sundays andholidays).

5. The attention of prospective Bidders is drawn to the eligibility and co nflict of interestprovisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.

6. Qualifications requirements include:

BusinessScale: Bidder's annual turnover in the last three years (2016-2018) should be not less than CNY 70 million.

Contract Scale Experience: In the most recent three years (2017 to the deadline of bidding), the bidder ormanufacturer as a signed the supply contract related to the ultrasonic small-caliber water meter (DN15-DN25), the cumulativecontract amount is not le ss than 11.2 million CNY. At the same time, the nature and complexity of these contracts should besimilar to the supply demand tabl e in Section 6 of the bidding document. The copy of the contract certificate with official sealshall be provided in the performanceevidentiary materials. The original qualification certificates shall be prepared forcheckup.

Technical Experience: Manufacturersof smart water meter (DN15 ~ DN25 smart meter) providedshould have at least 8 years of production experience (based on the timeof establishment of the manufacturer's business licens e).

FinancialStatus: The bidder's financial status reflected in the annualfinancial statements (balance sheet, profit and lossstatement) of the most recent three years (2016-2018) of the bidder shows long -term profitability.

The minimumrequirement：the annual net assets of the bidder in the most recent three years (calculated bythe difference between total assetsand total liabilities) should be positive.

Production capacity:  The manufacturer shouldhave 20 or more DN15 ~ DN25 calibration tables, and all must have the verification certificate pr ovided by the provincial andabove metrology institute and the verification certificates are within the validity. A copy of the veri fication certificate shallbe provided in the bidding documents, and the original shall be available for inspection.

Cash Flow Capacity: The quick assets, credit lines and other financing methods available to bi dders aresufficient to meet the cash flow required to perform the contract. At the same time, other contracts that the bidder is pe rformingshould be considered, and the quick assets are not less than 14 million CNY.

Litigation History: The total amount of the unfinished claim, arbitration or other litigation of the bidder shall not exceed20% of the bidder's net assets.

Company Qualification:

1) the biddershall provide the scanned copy of its business license and the original power of attorney of the legal person (the legal persondoes not need to provide the bid); The manufacturer shall be a product manufacturing enterprise capable of independently bearing civvil doesiability.

2) the manufacturer must have a qualified ultrasonic water meter inspection report issued by the ProvincialCent for Disease Control and Prevention, and provide the copy in the bidding documents, and the original qualification certificatesshallbe prepared for checkup.

3) the manufacturer has passed quality management system certification, environmentalmanagement sys tem certification, occupational health and safety management system certification, measurement management systemcertification, and the original qualification certificates shall be prepared for checkup.

4) The manufacturer has a DN15 ~DN25 caliber ultrasoni c water meter type evaluation report issued by a provincial or higher metrology institute. and provide thecopy in the bidding docum ents,and the original qualification certificates shall be prepared for checkup.

5) if the bidder isnot the manufacturer of sm art water meter, the original authorized documents of the manufacturer of smart water meter, to whichthe bidder is bidding must be provided.
