Contract Title: Supply of an universal metering system for Durrës area in water supply system (Phase 1)

1. The Government of Albania has received financing from the World Bank toward the cost of the Albania Water Sector Investment Project, and intends to apply part of the proceeds toward payments under the contract for supply of an universal metering system for Durrës city in water supply system (Phase 1).

2. The Ministry of Transport and Infrastructure, General Directorate for Water Supply and Sanitation, now invites sealed bids from eligible bidders for supply and delivery of 17,000 domestic single jet water meters with DN15 and 960 single jet meters with DN20 for Durres Water Utility. These meters should be pre-equipped with pulse emitter that allows the integration of the meter to AMR network. The tender price shall include all labor, machinery and all materials necessary for the proper manufacture of the goods, its transportation to the DWU warehouse, and for testing them at the manufacturer facilities.

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits &Grants by World Bank Borrowers dated January 2011 ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

5. A complete set of bidding documents in English language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 Euro. The method of payment will be bank transfer to the following account:

7. All bids must be accompanied by a Bid Security of 20,000 Euro.
