1. The Federal Republic of Somalia has received financing from the World Bank toward the cost of The Somali Core Economic Institutions and Opportunities Program (SCORE) project and intends to apply part of the proceeds toward payments under the contracts for the Supply and installation of Office and Telecommunication Equipment. IFB Number SO-MoF-143936-GO-RFB.
2. The Ministry of Finance of Federal Republic of Somalia serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply and installation of Office and Telecommunication Equipment as outlined below.

3. Bidding will be conducted using the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants” dated January 2011 (revised July 2014) and its “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants” dated January 2011” (revised July 2014); and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria;

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): The average annual turnover in the last three years (2017, 2018 and 2019) to be not less than USD 90,000. |
In the case of a Joint Venture, the financial figures for each partner shall be added together to determine the Bidder’s compliance with the minimum qualification criteria. However, for a Joint Venture to qualify, each of its partner must meet at least 25 percent of the minimum criteria for financial capability and the partner in charge at least 40 percent.
The Bidder shall furnish documentary evidence of their financial standing. Alternatively, they shall include a letter from a reputable bank indicating their financial status which will include their ability to perform the contract of magnitude equivalent to the quoted price.
a. Bidder’s Legal Requirements
The Bidder shall be legally registered in its country of origin.
4. Interested eligible Bidders may obtain further information from the Ministry of Finance of Somalia and inspect the bidding documents at the address given below during office hours from 9:00 to 15:00 hour local time at the address provided below.
5. The complete set of bidding documents in English language may be purchased upon the submission of a written application to the address below and upon payment of a non-refundable fee of USD50.00 or equivalent in local currency. The method of payment will be cash or direct deposit to a specified client account number that will be provided when collecting bid. The document including any subsequent amendment or addition will be sent to the bidder by email. Prior registration is required for submitting clarification questions on the bidding documents and receiving automatic notice of answers and of addenda to the bidding documents.
6. Bids must be delivered to the address below on or before 3:00pm Somalia time on May 02, 2020. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of Bidders’ designated representatives and anyone who chooses to attend at the address and time stated below
7. All Bids must be accompanied by a Bid-Securing Declaration using the form included in the bidding document.
