The Cambodia Sustainable Landscape and Ecotourism Project (CSLEP) received a loan from World Bank with IDA No.6433-KH of UD$50.66 million plus US$2.5 million from the Government of Cambodia and became effective on October 17, 2019. The project expected closing date is December 31, 2025. It will be implemented by the Royal Government of Cambodia, Ministry of Environment (MoE) as Executing Agency (EA) and as the Implementing Agency (IA) with the Ministry of Rural Development (MRD).
The purpose of the Consultancy is to assist the RGC in preparing innovative and detailed destination visions and related investment plans (DVIPs) for the sustainable development of tourism in selected priority destinations over six years. The consultancy will conduct research and analysis to provide the following: (a) diagnostic of the profile of current foreign and domestic tourists in the priority destinations (e.g. market of origin, destination preferences, length of stay, expenditure patterns) and the key target markets for future growth, as well as diagnosing destination-specific infrastructure, private sector investments and skills gaps; (b) development options and preferred vision for the selected destinations; (c) detailed implementation plans aims notably at facilitating CBET, private sector sustainable and qualitative investments, PPPs, infrastructure investment, environmental protection and governance to achieve preferred development vision.
Specific Experience:
The consulting firm will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers, dated July 1, 2016, revised November 2017 and August 2018, and provisions stipulated in the Financing Agreement in consistency with the RGC’s Updated Standard Operating Procedures and Procurement Manual for All Externally Financed Projects/Programs (‘Procurement Manual’), promulgated through Sub-decree 74, dated May 22, 2012. Only eligible and qualified firms will be invited to respond to a Request for Proposals.
