1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue of 27th April, 2012 and in Nigerian Newspapers of 27th September, 2012.
2. The Government of the Federal Republic of Nigeria has received a credit from the International Development Association toward the cost of Kogi State Nigeria Erosion and Watershed Management Project (NEWMAP), and it intends to apply part of the proceeds of this credit to payments under the Contract for the PROCUREMENT, INSTALLATION, TRAINING AND COMMISSIONING OF HYDROMET STATIONS AND AFEWS UNDER THE NIGER RIVER BASINS BY THE KOGI STATE NIGERIA EROSION AND WATERSHED MANAGEMENT PROJECT (NEWMAP) FY2020.
3. The Kogi State Nigeria Erosion and Watershed Management Project (KGS-NEWMAP) now invites sealed bids from eligible and qualified bidders for the Procurement of the following:

4. Bidding will be conducted through the national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” procurement in investment project financing revised August 2018(“Procurement Regulations”) and is open to all Bidders as defined in the Procurement Regulations.
Interested eligible bidders may obtain further information at the address below and inspect the Bidding Documents from 10:00am to 4:00pm Mondays to Fridays, excluding public holidays.
5. Qualifications requirements include:
Evidence of previous supply (sale) of similar Equipment proposed for the last 5 years.
Provide evidence of firm’s corporate registration in Nigeria or overseas.
Audited Financial Statements for the last 5 years to demonstrate the financial capability of the Bidder in terms of Profitability and adequate working capital.
Have a minimum of Two (2) similar supplies of hydromet or related equipment with at least of N187.9m ($612,263) for Lot 1, N110.7m ($360,662) for lot 2 and N71.4m ($232,715) for Lot 3&L4 that have been satisfactorily or substantially completed as prime supplier between January 1 2014 and the submission deadline. The qualifying contracts must be in hydromet equipment or related to the assignment.
Minimum average annual turnover in the last Five (5) years of at least N250.6m ($816,350) for Lot 1, N147.6m ($480,882) for lot 2 and N95.2m ($310,287) for Lot 3 and lot 4.
Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than N125.3m ($408,175) for Lot 1, N73.8m ($240,441) for lot 2 and N47.6m ($155,143) for Lot 3and lot 4

6.The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Twenty Thousand Naira (N20, 000.00). The method of payment will be Bank draft in favor of Project Coordinator Kogi State - Nigeria Erosion and Watershed Management Project or pay directly into this bank account; Kogi NEWMAP, Zenith Bank Account number:1014281861 and send the payment evidence to the email address below. The bidding document will be sent to the bidder by email or courier on request at the cost of the bidder.
7. Bids must be delivered to the address below on or before 12.00 Noon on Tuesday July 7, 2020. Electronic Bids submission will be permitted by e-mail with password protected read-only bids/documents as attachments to the email address specified in the bidding documents. Late Bids will be rejected. Bids will be opened virtually at 12.00 pm local time on Tuesday July 7, 2020 at the address below. Connection details will be provided. For password protected read-only bids submitted by email, the bid opening procedure is as follows: Within one hour after the bid submission deadline bidders must send the password of their password protected bids to the e-mail address specified in the bidding documents.
8. All Bids must be accompanied by a “Bid -Securing Declaration”.
