Opportunity Background The State of Tocantins is situated in the geodesic center of Brazil and covers a land area of 278,420 km2. The climate has a rainy season during October to April which causes fertile soil and abundant water resources. However these lands are only used during rainy season. This situation contributes to a significant variation of employment demands associated with agricultural activities. Opportunity Structure The objective of the Southwest Tocantins Region Development Project in Brazil is to support the sustainable development of the southwest region of Tocantins through the development of the irrigation and drainage infrastructure, basic infrastructure (roads, electricity, potable water); promote agricultural and agribusiness production and employment; and increase the welfare of the region’s inhabitants. Component 1: Hydro Infrastructure – This will support the construction of two dams in the higher part of the Rio Pium basin, a dam in the higher part of the Rio Riozinho Basin, canals for water distribution, drainage systems. Component 2: Complementary Structures – This will support the improvement and widening of the road network for production transport, implementation of basic electrification and sanitation programs, and the provision of equipment and support services. Component 3: Promotion of Regional Development - This will include the promotion of investments, structuring of Business Plans for the strengthening of productive chains, creation of information centers, support for the applied investigation of the lowlands of the rivers. Component 4: Environmental Management of Water Resources – This will include the implementation of a monitoring system of water resources, plan for water resources of the basins of the rivers Pium and Riozinho, and the recommended environmental programs. The total cost of the project is estimated at US$ 150 million. The IDB is expected to finance US$ 90 million through the Ordinary Capital Fund. The implementing agency will be the Secretaria de Recursos Hidricos e Medio Ambiente. Competitive Scope The project is still under appraisal. We will continue to update our site as more information becomes available. General and specific procurement notices will be published immediately. Expected procurements are related to agriculture and rural development. UPDATE: 5 November 2010 This operation was approved by the Board in 3 November 2010. The estimated total cost of the project is US$ 165 million. IDB is expected to finance US$ 99 million through an Investment Loan.
