Reference Number: RFI No. 72044021R00002 USAID/Vietnam Treatment for Dioxin Remediation at the Bien Hoa Airbase Area – Phase I (Treatment I)

The United States Agency for International Development (USAID/Vietnam) is designing a new stand-alone activity, USAID/Vietnam Treatment for Dioxin Remediation at the Bien Hoa Airbase Area – Phase I (Treatment I). The Goals of this Activity are:
● Design of a thermal conductive heating (TCH) treatment system including a liquid-vapor treatment plant to treat high-concentration dioxin-contaminated soil to a target final residual-contamination level.
● Construction of the treatment system.
● Operation of the treatment system to treat roughly 100,000 cubic meters of high-concentration dioxin-contamination soil following strict health, safety and environmental standards.
● Demobilization of the treatment system and safe disposal of any residual waste material.
Prime Offerors under this RFP must be registered under the North American Industry Classification System (NAICS) code 562910 -- Remediation Services with business size of $20.5 million. In addition, Offerors must be eligible in accordance with the authorized geographic code for this procurement which is 937.
This Request for Information (RFI) intends to:
Share the Masterplan for Dioxin Remediation at the Bien Hoa Airbase Area and a draft Statement of Work (SOW); and,
Provide public information to parties interested in competing for the Treatment I Activity and collect information and suggestions to inform USAID's overall Project planning. Information collected is intended to assist the Mission finalize the Activity solicitation. The Contract has a rough order of magnitude of $50-$99.99 million.
Requested Action:
USAID is seeking constructive feedback on the Master Plan for Dioxin Remediation at the Bien Hoa Airbase Area https://pdf.usaid.gov/pdf_docs/PA00X6FB.pdf. and the attached draft SOW for the Treatment I Activity.
Please note USAID is not seeking/requesting technical or cost proposals at this time. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are voluntary and USAID will not pay respondents for any information provided in response to this RFI. If a future solicitation is issued, it will be announced on the website beta.sam.gov at a later date.
Specific Questions USAID/Vietnam is interested in obtaining feedback on include:
What additional information, if any, would you recommend be included in the final SOW that will be useful for prospective Offerors in deciding to compete or in preparing proposals?
USAID intends to use a firm-fixed price contract for this activity. Please explain what pricing structure would be most advantageous to both the Contractor and the U.S. Government.
If USAID were to contemplate an incentive-type of contract, what factors do you feel will best motivate the prospective Contractor in producing superior performance?
If you are a small business organization that is interested in competing for this Contract, please submit capability statements in response to this RFI.
Respondents are encouraged to include self/organizational information including capabilities and past experiences working on environmental remediation with emphasis on relevant regional experience.
