The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Institutional and Infrastructure Development Program and intends to apply part of the proceeds for consulting services.

General Objective:

The main objective of assignment is to prepare Implementation Manuals/Guidelines, Conduct Training and Formulate Strategic Document for Implementing Organizational Project Management (OPM) Maturity Improvement Initiatives in Organizations that conduct Construction Projects.

Specific objectives:

Prepare Implementation Manuals and Guidelines that are exhaustive enough to undertake Organizational Project Management Maturity Improvement Programs;
Provide 2 weeks long and 3 rounds of training to train 80 federal, regional and urban professionals on the latest version PMI OPM Standard. The training shall equip trainees with the requisite capacity to implement Organizational Project Management Improvement initiatives and it is expected that the training shall be based on the principles and requirements need for application and usage of Organizational Project Management concept for the success of construction projects in Ethiopia; at the end of the training all trainees need to be awarded a certification of participation.
Formulate a Strategic Document detailing out the Implementation and Resource Plans to materialize at least the five-years OPM Maturity Enhancement Plan laid out by ECPMI. 

The study team arrangements proposed in detail will be included in the Consultant’s Technical Proposal. Clearly, the size and complexity of different Urban Local Governments; regional language usages and familiarity with different regions; as well as the logistical arrangements are among the factors the Consultant will need to take into account in selecting and directing their study teams. The team is likely to consist of at least 8 team members as follows:- Team Leader (a proven leader chosen from the 7  team members below and specialist in any of the main disciplines i.e. (i) Project Manager/Team Leader (1); (ii) Subject  Matter  Expert/Lead Trainer(1) ; (iii) Construction Project Management Expert/Trainer Assistant (4); (iv) Organizational Management Consultant(2).

The Ministry of Urban Development and Construction now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, including firm profile and brochures, demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are:

Key Experts will not be evaluated at the short-listing stage and, accordingly, CVs should not be submitted.

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016 and revised November 2017), August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-Consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the selection based on consultant’s qualification (CQS) method set out in the Procurement Regulations.
