1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 11 January 2006.
2. The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of the Northern Power Transmission Expansion Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Package 02: Supply of Primary Equipment for the Tuyen Quang 220kV substation and Bim Son 220kV substation including Materials for the 220kV T/L Connection to Thanh Hoa and Ninh Binh 220kV substations.
3. National Power Transmission Corporation (NPT)/ Northern Vietnam Power Project Management Board (NPPMB) (the Purchaser) now invites sealed bids from eligible bidders for Supply of primary equipment for:
Note: Bidders have the option to bid for one (1) or two (2) lots.
4. For each lot (Lot 2.1 or 2.2), bidders must have successfully completed within the last five (5) years, as main contractor or subcontractor, at least two (2) contracts of similar nature (i.e, supply of primary equipment for substation with voltage rating of 220kV or above) with each having a contract value of at least VND 38 billion or USD 1,850,000 equivalent. Also, for each lot ( Lot 2.1 or Lot 2.2), Bidder should have an average annual turnover for the last three years (2008-2010) of at least VND 110 billion or USD 6,000,000 equivalent.

5. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible countries.
