This call for tender follows and scales up the project “Study in support of the analytical and editing work with regard to the GSP assessment and reporting to the European Parliament and the Council”.
The TSD/GSP Support Facility project should support the on-going implementation work of DG Trade on bilateral trade and sustainable development through research and analysis and the production of awareness-raising and communication materials.
The work of the contractor will address key sustainability conditionalities in the EU GSP regulation and key TSD commitments in EU trade agreements, in particular those grounded in international commitments: the 27 GSP-relevant conventions in Annex VIII of the GSP Regulation and the 25 international conventions and agreements part of commitments in EU TSD chapters.
For GSP, the geographical scope of the work should cover all GSP+ beneficiaries and GSP+ candidates (currently 8 countries), as well as selected other beneficiaries as needed, including countries under Enhanced Engagement (currently 3), potential Everything-But-Arms (EBA) graduates and other beneficiaries who wish to explore GSP+ opportunities (currently expected 3 to 5). For TSD, the contracting authority will identify priority countries as described below among EU trade partners with TSD commitments in application (Free Trade Agreements (FTAs), Economic Partnership Agreements (EPAs), Economic Partnership and Cooperation Agreements (EPCAs) and Sustainable Investment Facilitation Agreements (SIFAs) – currently 22 partners –as well as trade partners with TSD commitments under negotiation, as needed - currently 15 negotiations are ongoing or upcoming.
