At the end of Article 9 of Decree No. 2016-006 / PRES / PM / SGG-CM of February 8, 2016 concerning the attributions of the members of the Government:
The Minister of National Education and Literacy ensures the implementation and monitoring of the Government's policy on preschool education, primary and secondary education, technical and vocational education and training (TVET). ) and non-formal education.
As such, he is responsible for:
In the field of non-formal education:
the development of standards and the control of their application;
development and monitoring of the implementation of the National Strategy for the Elimination of Illiteracy through the National PRONAA Literacy Acceleration Program (Phase II);
the development and monitoring of the implementation of the literacy map for young people and adults in collaboration with mayors;
coordination and evaluation of non-formal education activities;
the establishment and management of non-formal basic education centers;
initial and continuing training of non-formal education personnel;
the use of national languages in teaching / learning and community activities;
sports and socio-cultural activities in non-formal education structures.
In preschool, primary and general secondary education:
the development and implementation of the national policy on preschool education and primary and secondary education;
the development and monitoring of the implementation of the preschool, elementary and secondary education map;
the design, planning and evaluation of preschool education and primary and secondary education;
increased educational opportunities in preschool, primary and secondary schools;
the development, production and dissemination of textbooks and other teaching materials;
the development of standards and the control of their application;
setting up post-graduate preparatory classes, in collaboration with the Minister of Higher Education;
the establishment and management of pre-school and public primary and secondary schools;
planning management of the establishment of public and private institutions of pre-school education and primary and secondary education;
initial and in-service training of preschool and primary education personnel;
initial and in-service training of secondary school staff in collaboration with the Minister of Higher Education;
the organization of competitions and school and professional examinations;
management of the certification and certification system;
the management of scholarships;
the implementation of applied research and educational innovations;
the implementation of social services in the preschool, primary and secondary structures;
the implementation of citizenship and civic education;
the valorization and use of national languages in teaching / learning;
sports and socio-cultural activities in preschool, primary and secondary education structures;

In technical and vocational education and training:
the development and implementation of the national policy on technical and vocational education and training;
setting up and coordinating a management system for teaching and technical and vocational training;
setting up post-baccalaureate preparatory classes, in consultation and in collaboration with the Ministry of Higher Education;
the development and monitoring of the implementation of the educational map of education and technical and vocational training;
