The Interim Constitution of 2005 states that the environment is the joint authority of the Center and the states. Environmental action is also based on the principle that the environment is everyone’s responsibility. On this basis, the Council was established as a mechanism to coordinate environmental work at the level of the Center and the states.
According to the 2001 law:
The Council shall have the competence to coordinate the work of the State Environmental Councils.
The Council shall be specialized committees to coordinate environmental work in all areas covered by its competencies.
Most of the federal ministries and institutions have environmental units that work in coordination with the General Secretariat of the Council.
The Council is the national focal point for international and regional conventions and treaties in the field of environment to which Sudan is a party
