ASTCA was established in 1998 by Executive Order for the express purpose of improving telecommunication services in the Territory of American Samoa. Previously operated as the Office of Communications under the Executive Branch, ASTCA is now organized under a Board of Directors, and is managed by the Acting Executive Director, Chuck Leota.
ASTCA installed one of the first cellular networks in the region and was the first telecom in the region to offer 3G wireless services to its customers. ASTCA does not operate for profit and is completely funded from its service and sales revenues. Revenues in excess of expenses are rolled back into upgrades and infrastructure.
