Costa Rica has maintained a permanent link with the Organization since its inception; It was one of the 11 countries that in 1902, during the First General International Sanitary Convention of the American Republics, founded PAHO, represented at that time by Dr. Juan Ulloa.
Costa Rica has been a Member State of PAHO since October 2, 1947, the date on which it adopted the Constitution of the Organization and of the WHO, since 1948.
To provide technical cooperation to the Central American countries, before and at the beginning of the 1960s, the Organization had Regional Office # 3 in Guatemala, from where consultants were sent to the country, so that they provided technical advice in the areas requested by the government. . Beginning in 1963, it was deemed necessary to open a permanent office in Costa Rica, which allowed for a closer working relationship. This alliance allowed the union of knowledge, mysticism, experience, and spirit of solidarity of PAHO/WHO personnel and national officials, who worked tirelessly to improve the state of health and living conditions of the Costa Rican population, which until today it is maintained.
