Their task is to ensure the correct application of international regulations on refugees, to seek durable solutions for the situation of refugees and to offer them protection. The presence of the United Nations High Commissioner for Refugees (UNHCR) in Spain dates back to the 1960s, and it was in 1979 when the UNHCR Representation was established in Spain, in Madrid. Currently, the UNHCR Representative in Spain is Sophie Muller.
Spain acceded to the 1951 Geneva Convention on the Status of Refugees on July 22, 1978, the right to asylum being enshrined in Article 13.4 of the Spanish Constitution of the same year. The first law regulating the right of asylum and refugee status in Spain was approved in May 1984, and was amended by Law 9/1994 and Royal Decree 203/95 for the application of the law, and more recently by the Law 12/2009 of October 30.
As an International Organization created by the United Nations, the presence of UNHCR is regulated through a headquarters agreement with the Ministry of Foreign Affairs.
