Dagmore has over 32 years of experience in the development and implementation of national and regional strategic, operational, and annual work plans and budgets for development projects and programmes. He has extensive experience in conducting programme and policy evaluations and reviews. He was a Member of the Drafting Team (5 Experts) that revised the SADC Regional Indicative Strategic Development Plan (RISDP)-(2005-2020) to come up with Priorities for 2015-2020 basing on the Outcome of the Mid-Term Review that covered 2005-2013. Dagmore has also contributed towards the development of SADC Medium Term Strategy (2014-2018); SADC Corporate Plan (2014-2018); 5 Year Operational Plan (2014-18) for the SADC Secretariat’s food, agriculture and natural resources interventions; and was Team Leader in the development of Results Framework for the SADC Regional Agricultural Policy (RAP). Dagmore has also developed the Results Framework for the SADC Food and Nutrition Security Strategy. Dagmore has also planned and implemented various agricultural development projects at local community levels including the ‘Coffee Market Development and Trade Promotion in Eastern and Southern Africa’ funded by the Common Fund for Commodities; ‘Food Security Projects’ funded by FAO; and ‘Food and Livelihoods Security Project in Zimbabwe’ under Practical Action Southern Africa and EC funded “Zimbabwe Migration Management and Strategies Project” with International Organization for Migration (IOM). In all cases, he was responsible for strategic, operational planning, implementation and monitoring and evaluation of the projects.
