Jennifer Ober is a seasoned Legal Advisor with over 20 years of experience working with foreign governments, international and bilateral donors and NGOs to strengthen legal systems and legislative assemblies in transitioning countries. Most recently, she served as Chief of Party for USAID's Property Governance Activty, in Kosovo, working to improve property ownership and economic opportunities for women and other disadvanaged groups. She previously served as Country Director for the American Bar Association in Tajikistan, working to improve the Union of Advocates, and Prosecutors General Office to enhance due process for defendants. She has served as Chief of Party for USAID's SAFE Program in Uganda, working across justice, security, and conflict mitigation program objectives, in partnership with local actors to increase access to justice, enhance the management of land disputes, and improve handling of conflict drivers and dynamics. 

She has worked for USAID as both a Senior Rule of Law Advisor for USAID's Governance and Rule of Law Team in Washington, DC, and as Senior Rule of Law Advisor for the USAID Mission in Kosovo, overseeing a program portfolio spanning justice sector reform, legal professional development, constitutional reform, and legislative affairs. She served previously as a senior advisor/section chief with the Organization for Security and Cooperation in Europe, focusing on parliamentary strengthening and legislative reform. She served as a legal adviser on Kosovo's Constitutional Commission during drafting of the 2008 Constitution.

She holds a J.D. from American University Washington College of Law and a B.A. in International Affairs from The George Washington University. She is a member of the New York Bar.
