With over 23 years of experience, the expert is proficient in programme and project management and coordination, intercultural dialogue and learning, cultural awareness strategy, youth policy&practices, civil society and skills as cross-cutting thematic priorities. She has managed international programmes for the European Commission, focusing on the design and delivery of learning and methodological training. As a Senior Expert, she co-created and coordinated the Intercultural Approach Programme (InCA), enhancing EU cooperation interventions by improving the intercultural competences of the EU staff. Her responsibilities included project management, experts'team leadership and methodological support. Career highlights include the co-creation and development of the SMIA Festival (San Marino International Arts Festival), which promotes and implements new local capacity development in democratic participation by youth in the Republic of San Marino. She has also been involved in several social and cultural innovation projects, such as the management of youth centres in Italy and cultural events for Matera 2019, the European Capital of Culture, as well as projects related to vocational educational training and skills development for young people. The expert has a strong track record in capacity building and policy development across Europe and Africa.

She is currently member of the pool of experts as Facilitator, Trainer and Designer of Learning&Dialogue Events, Study Sessions and Training for Council of Europe- Youth Department- Directorate Democratic Participation-DG Democracy and Human Dignity.

She is also working part-time as Senior Intercultural Expert (Non Key-expert) for strategic evaluation in EU international cooperation within MELDEA Contract-technical assistance to European Commission, DG “International Partnership”- INTPA/D4-Quality and Results, Evaluation, Knowledge Management.

Project experience and donor exposure

Worked extensively with the European Commission, particularly within the Directorate-General for International Partnerships (DG INTPA) and the Directorate-General for Humanitarian Aid and Civil Protection Operations (DG ECHO). Her involvement included contract management, project implementation, capacity building, and methodological support for EU external actions. Before joining the Eu institution, she managed several EU funded projects (Grants) in the filed of Vocational Educational Training, Adult Education, Quality Label of Education Centres, ICT and new skills, elearning by leading international consortia, designing project actvities and their implementation, developing quality evaluation and results report for the European Commission. She has so experience in managing contracts and donors' relations. 

Sectors and geographic focus

The expert has worked across several key sectors including civil society, NGOs, social development, youth, human rights, comunity engagement, VET/Skills and training&learning. Previously held roles such as program coordinator, consultant, and policy advisor, with responsibilities in EU funded project management, intercultural dialogue, and cultural diplomacy. Her interdisciplinary expertise includes integrating intercultural agility into governance, implementing partners and local communities.  The geographic scope of her work spans Europe, Africa, and South America, with significant contributions to EU-funded initiatives and cultural projects in Italy, Senegal, and San Marino. Extensive geographic experience includes professional engagements in Belgium, Brazil, Germany, Ireland, Italy, Senegal, and Tanzania. Sha also had experience by collaborating with the European Delegations in Mauritania, Gambia, Sierra Leone (remotely), Cameron (remotely), Laos, Vietnam (remotely). Mariarosa Di Nubila has  demonstrated deep familiarity with local governance and cultural dynamics, by coordinating and implementing both short and long-term projects and policy initiatives at both national and international levels. 

Languages and education

The expert is fluent in Italian, English, and French. These language skills have been utilized in various local and international contexts, including work in multilingual teams across Europe and Africa. The expert's language competence has facilitated effective communication in diverse cultural settings and contributed to successful collaboration on international projects and partnerships. Her educational background includes a Master's and Bachelor's degree in Education & Training Sciences with a specialization in labor sociology, intercultural learning, and project management from the University of Bologna, Italy. Additional certifications include a Women's Leadership Programme from Saïd Business School, University of Oxford, UK, and specializations in human rights from the Académie des droits humains d'Amnesty International, Belgium, and transactional analysis from TAWorks, Oxford, UK. She also has a lifelong learning attitude, keeping her knowledge updated and strategic in a fast-changing world. Her strong academic background and extensive experience in the field make her a valuable asset to the organisations and projects she has been involved in.
