My professional career has been built over the last sixteen (16) years in both the private sector and public administration, with a gradual rise from operational and management positions to very high levels of governance and strategic management. .

Today, I have strong skills and qualities required for the management of structuring IT projects.
I also have the qualities of an Agile Manager, leadership, management of multicultural and intergenerational teams and stakeholder management.

I had the opportunity to work as a beneficiary of technical and financial assistance from technical and financial partners (PTF) such as the DUE, UNDP, UEMOA, ECOWAS, the World Bank (IDA), LuxDev, ....

I have also traveled to several countries in Europe and Africa, both to give high-level talks at international conferences, but also to participate in discussions on topics related to digital transformation in Africa.

June 13 – 17, 2023: Trainer, Coach, in Digital Transformation under the theme: "Successful digital transformation: Mastering Digital to boost creativity and innovation" in connection with digital archives.

In this mission, I accompanied the firm DATAGUARD AFRICA for the training of twelve (12) trainees from Côte d'Ivoire, Guinea, Senegal and Benin, in particular on digital transformation in connection with end-to-end digitization at the end of the documentary archives. During this integrated training in modules, and organized through presentations, discussions, practical work and directed research work, the trainees were able to apprehend, refine their knowledge, and devote themselves to the presentation of their fruit of research.

May 9 to 11, 2023: Communicator at the international conference on the protection of personal data and privacy on digital platforms: "challenges and perspectives" organized by the Commission for Computing and Communicator Freedoms.

In my capacity as Communicator, I have in a panel shared with Kenya, Uganda, Senegal and Niger, maintained the participants on the theme of "THE ELECTRONIC UNIQUE IDENTIFICATION OF THE PERSON AND THE PROTECTION OF PERSONAL DATA STAFF ".

For two (2) clock hours, I communed with more than 400 participants face-to-face and online on the presentation of the WURI project (Objectives, Principles, Characteristics, Results Obtained, Perspectives, on the involvement of the CIL in activities, and the guiding principles relating to the protection of individuals with regard to the processing of personal data.

January 05, 2020 to present, Project manager of the regional unique identification project for integration and inclusion in West Africa (Previously responsible for the Unique Identifier Unit of Burkina Faso in January 2020, I was promoted Project Manager of the WURI project from July 2021. The project has received funding of US$45,000,000 from the World Bank and is placed under the technical supervision of the Ministry of Digital Transition, Posts and Electronic Communications, of which Under the supervision of the Project Coordinator, I guarantee the quality of the project according to his vision and the application of IDA standards, while ensuring that project activities are implemented in accordance with work plans and schedules , including budget planning and facilitates collaboration and synergies with other partners.

March 9 to 17, 2023: Consultant - Trainer in Project Management, Optimized Management on Results for the attention of the staff of the NGO Femin-IN. For this mission, I ensured the mission of trainer in management of development projects. On the specific aspects below, for the attention of 15 members of the NGO:

  • Introduction to Project Management (Life Cycle – Logical Framework – Methods, Tools & Techniques – Financing);
  • Review of the guide “Gender-responsive budgeting facilitators: a practical approach” of the Gender-responsive Local Development Program (Senegal)
  • “Do No Harm” Scan Tool Review
  • Review of the guide “How to develop a Prevention of Sexual Exploitation and Abuse (PSEA) policy”

January 2023: Consultant - Trainer in COBIT 5 Foundation for the attention of 25 IT engineers from the Ministry of Digital Transition, Posts and Electronic Communications. For this mission, I ensured the mission of trainer in Governance of information systems, in particular COBIT 5 Foundation for the attention of a 1st group of 15 IT personnel from the Public Administration. The modules are: The 5 Principles of COBIT 5, The 7 Facilitators of COBIT 5, The Distinction between Management and Governance of an IS, Techniques for implementing COBIT 5 and Evaluation of structures.

November 2022: Consultant for the development of a strategic development plan followed by an operational action plan on behalf of the NGO Femin-In. The overall objective of the mission was to provide FEMIN-IN with a three-year action plan 2023-2025 based on its needs and priorities. The deliverables provided in paper and electronic versions at the end of the mission are the strategic development plan, the Methodology for the development of the three-year action plan, the document of the three-year action plan (2023-2025) budgeted and the The mission report.

In this role, I provided support to around thirty employees, around the missions of: "Stimulating an innovative dynamic of digital transformation in Burkina Faso by promoting policies and strategies for the development of the digital economy in an appropriate regulatory framework while relying on appropriate technical benchmarks and standards as well as on strategic partnerships that are sources of best practices, Promote ICT ownership policies, Ensure monitoring and consistency of sectoral mobilization strategies the potential of technologies, for the benefit of national development programs and to evaluate existing tools and methods for managing archives; o identifying the difficulties and challenges related to the archiving and digitization of documentary collections.

January 20, 2013 – October 13, 2019: Team Leader, Director of IT Services of the Ministry of Justice, Human Rights and Civic Promotion Working under the direct supervision of the General Secretariat, and with 10 agents under my responsibility, I I was responsible for (i) designing and implementing the SDI of the MJDHPC with the technical support of the firm B&S Europe within the framework of the financing of the Support Program for the National Justice Policy of the Delegation of the European Union; (ii) supervise the administration of the Ministry's databases, the operation of functional applications, the security of the information system and the maintenance of the computer equipment; (iii) provide staff training and capacity development actions in the IT field and at the same time teach IT at the National School of Prison Security Guard and (iv) develop legal applications under the aegis of the support for the national Justice policy financed by the Delegation of the European Union (Criminal chain, Legislation and case law platform, Computerized criminal record).
