Dear Prospective Applicants:
The United States Agency for International Development Mission in Burundi (USAID Burundi) is seeking applications from qualified entities to implement a five-year Activity that focuses on Reproductive, Maternal, Newborn, and Child Health, Immunization, and Malaria (RMNCI+M) in Burundi, titled “Kira Ukuze”, as further described in Section A of this Notice of Funding Opportunity (NOFO). Eligibility for this award is not restricted.
Eligible parties interested in submitting an application are encouraged to read this NOFO thoroughly to understand the type of program sought, application submission requirements, and selection process. Applications pursuant to this NOFO will be reviewed utilizing the following two-step process:
Phase I: Technical Application
Applicants will submit a technical application that will be reviewed for responsiveness to the objectives of this NOFO and then evaluated according to the specific criteria provided in Section E. Eligible parties interested in submitting a technical application are encouraged to thoroughly read this NOFO to understand the type of activity sought, application submission requirements, and selection process. Selected applicants will advance to the Phase II of the selection process to submit a revised technical and cost application.
Phase II: Revised Technical Application and Cost Application
Applicant(s) advancing to Phase II will receive a list of identified weaknesses, questions, and requests for clarifications resulting from the review of the technical applications. Responses to USAID Burundi feedback must be incorporated into the revised technical application. Subject to the availability of funds, USAID Burundi intends to make a single award to the applicant who best meets the objectives of this funding opportunity based on the merit review criteria described in Section E of this NOFO, subject to a risk assessment in accordance with ADS 303.3.9. While an award is anticipated as a result of this NOFO, USAID Burundi reserves the right to fund any or none of the initial technical applications submitted.
