The nine CEF Transport calls for proposals closed on 21 January 2025. In total, 258 proposals were submitted requesting over €9.5 billion co-funding from the CEF Transport budget. It is nearly 4 times more than the €2.5 billion available for these calls

The SAFEMOBCOEN call received 13 applications for a requested funding of over EUR 157 million from the CEF Transport budget.

CINEA will first check the admissibility and eligibility of the proposals. The evaluation will continue with the support of independent external experts. The results will be made available to applicants in July 2025.

Topic description

Objective:

The objective is to modernise road transport infrastructure on the TEN-T network.

Scope:

Works aiming to:

  • develop new safe and secure parking areas to be certified in accordance with Commission Delegated Regulation (EU) 2022/1012[1] (including safety and security Information and Communication Technologies) on the road TEN-T network and its nodes for trucks and commercial vehicles;
  • upgrade the safety and security of existing parking areas certified or to be certified in accordance with Delegated Regulation (EU) 2022/1012 (including safety and security Information and Communication Technologies) on the TEN-T road network for trucks and commercial vehicles;
  • optimise the use of existing safe and secure parking areas for trucks and commercial vehicles through static and dynamic information including the collection, processing and dissemination of parking information. These interventions must comply with Commission Delegated Regulation (EU) No 885/2013[2] and apply Union standards (e.g. DATEX2) and Guidelines, set up methods for measuring accurate and reliable data from sensors, cameras or other monitoring devices and analyse priority zones needed, as defined in Delegated Regulation (EU) No 885/2013, taking into account traffic conditions, infrastructure shortages or weaknesses and driving regulations.

If the project is not located directly on the TEN-T road network or on one of its nodes, the application has to justify its utility for the functioning of the Network.

Only elements of the safe and secure parking area laid down in the service and security levels of the standards set out in Delegated Regulation (EU) 2022/1012 can be part of the application. Accessory elements not covered by the standards cannot be funded.
