Competition "Polish-Czech Forum for the rapprochement of societies, deeper cooperation and good neighborliness 2026"

The Minister of Foreign Affairs, acting under the Act of 27 August 2009 on Public Finances (Journal of Laws of 2024, item 1530, consolidated text) announces an open competition for offers:
"Polish-Czech Forum for the rapprochement of societies, deeper cooperation and good neighborliness 2026"
Type of public task:
Public diplomacy – Polish-Czech Forum
The amount of financial resources allocated for the implementation of the public task:
PLN 440,000.00 (in words: four hundred forty thousand zlotys).
Rules for awarding grants:
Grants may be applied for by:
1. Non-governmental organizations registered in the Republic of Poland within the meaning of art. 3 sec. 2 of the Act of 24 April 2003 on public benefit activities and volunteering (Journal of Laws of 2024 item 1491) and entities listed in art. 3 sec. 3 of the above-mentioned Act, i.e.:
a) associations,
b) foundations,
c) legal entities and organizational units operating under the provisions on the relationship between the State and the Catholic Church in the Republic of Poland, on the relationship between the State and other churches and religious associations and on guarantees of freedom of conscience and religion, if their statutory objectives include conducting public benefit activities,
d) joint-stock companies and limited liability companies as well as sports clubs operating under the provisions of the Act of 25 June 2010 on sports, which do not operate for profit and allocate all their income to the implementation of their statutory objectives and do not allocate profit for distribution among their members, shareholders, stockholders and employees,
e) associations of local government units,
f) social cooperatives,
2. non-public higher education institutions,
3. public higher education institutions [1] ,
4. research institutes [2] ,
5. local government units [3] .
Deadline and conditions for the implementation of public tasks:
The task must be completed between 15 February 2026 and 15 December 2026.
The conditions for the implementation of the public task are specified in the competition rules.
Information on the results of the public task:
Bidders are obliged to indicate in their offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.
Method, place, and deadline for submitting bids:
Bids must be submitted electronically by 3:00 PM on November 28, 2025, in the manner described in the Competition Rules. Bids received after the deadline will not be considered and will not be subject to review.

Information about entities that have been qualified for grants in the competition will be published in the Ministry's Public Information Bulletin, at the Ministry's headquarters, and on the Ministry's website by January 30, 2026.
Public tasks of the same type implemented by the Ministry of Foreign Affairs in the current and previous year and related costs:
In the current year, the Ministry of Foreign Affairs implemented a public task entitled "Polish-Czech Forum for Bringing Societies Closer Together, Deeper Cooperation and Good Neighborhood 2025", for which a total amount of PLN 432,360.00 (in words: four hundred thirty-two thousand three hundred sixty 00/100 zloty) was allocated.
In the previous year, the Ministry of Foreign Affairs implemented public tasks of the same type entitled "Polish-Czech Forum for Bringing Societies Closer Together, Deeper Cooperation and Good Neighborhood 2024", for which a total amount of PLN 459,999.00 (in words: four hundred fifty-nine thousand nine hundred ninety-nine 00/100 zloty) was allocated.

The detailed scope of the competition, the method for preparing the proposal, the requirements that must be met by the entity entering the competition, and the method for making the proposal template and necessary attachments available are specified in the Competition Rules (including two attachments: a grant agreement template and guidelines for bidders), available in the Public Information Bulletin, on the website of the Ministry of Foreign Affairs , and at the Ministry's headquarters.

Poland is involved in development cooperation for the benefit of developing countries. As a United Nations, European Union and OECD member, Poland is under a number of political obligations to increase its activity on the international arena for the reduction of poverty.
Our involvement is motivated by international solidarity. The world heading in the direction of equalising development chances, observation of human rights, good governance, environmental protection and sustainable development is a world safer, more stable and population-friendly.

Apart from development cooperation, Poland actively supports granting aid, care and security to people who suffered from consequences of armed conflicts, natural disasters, or other humanitarian crises, natural or man-made. The primary goal of Poland’s development cooperation is to create conditions for sustainable development for developing countries, mainly through the promotion and consolidation of democracy, observation of human rights and support for the creation of modern and efficient state institutions, support for long-term social and economic development, actions aiming at poverty reduction, improvement of population’s health conditions and the increase of the education and professional qualifications level.
Polish development cooperation is implemented through programmes and projects, addressed to specific groups of beneficiaries (bilateral assistance), as well as member fees and voluntary contributions to international institutions, funds and organisations (multilateral assistance). A substantial part of the funds is directed at priority countries of the Polish development aid programme in cooperation with Polish nongovernmental organisations, public financial sector units, Polish Academy of Sciences and universities. Polish aid projects are also carried out in cooperation with Polish representations and diplomatic missions.
