The Minister of Foreign Affairs, acting on the basis of the Act of 27 August 2009 on Public Finance (Journal of Laws of 2019, item 869, as amended) announces an open tender competition.

Type of public task
Public diplomacy - Polish-Czech Forum

The amount of financial resources allocated to the implementation of public tasks: PLN 430,000.00 (say: four hundred and thirty thousand zlotys 00/100)

Principles of granting subsidies
The following entities may apply for a subsidy:

1. The entities referred to in Art. 127 sec. 1 point 1 lit. e of the Act of 27 August 2009 on public finance, i.e. non-governmental organizations registered in the territory of the Republic of Poland within the meaning of Art. 3 sec. 2 of the Act of April 24, 2003 on Public Benefit and Volunteer Work (Journal of Laws of 2019, item 688) and entities listed in art. 3.section 3. the above-mentioned acts:
a) foundations;
b) associations;
c) legal persons and organizational units operating on the basis of the provisions on the relationship of the State to the Catholic Church in the Republic of Poland, on the relationship of the State to other churches and religious associations and on guarantees of freedom of conscience and religion, if their statutory goals include conducting public benefit activities;
d) associations of local government units;
e) social cooperatives;
f) joint-stock companies and limited liability companies and sports clubs which are companies operating pursuant to the provisions of the Act of 25 June 2010 on sports (Journal of Laws of 2019, item 1468, as amended), which do not operate in order to make a profit and allocate all income for the implementation of statutory objectives and do not allocate the profit to be distributed among their shareholders, shareholders and employees;

2. private universities;

3. local government units within the meaning of:
a) the act of 8 March 1990 on municipal self-government (Journal of Laws of 2020, item 713, as amended);
b) the act of 5 June 1998 on poviat self-government (Journal of Laws 2019, 511, as amended);
c) the act of 5 June 1998 on voivodship self-government (Journal of Laws of 2019, item 512, as amended)

4.public universities within the meaning of the Act of 20 July 2018 Law on Higher Education and science (Journal of Laws of 2020, item 85, as amended);

5. research institutes within the meaning of the Act of 30 April 2010 on research institutes (Journal of Laws of 2019, item 1350, as amended).

Date and conditions for the implementation of public tasks
The task should be completed in the period from July 1, 2020 to December 31, 2020.

The conditions for the performance of the public task are specified in the competition regulations.

Information on the results of the implementation of a public task: Bidders are required to indicate in the offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.

The deadline for submitting offers expires on June 5, 2020 at 16.15 . The date of receipt of the offer by the Ministry of Foreign Affairs is decisive. Bids submitted after the deadline will not be evaluated.

The procedure and criteria used for selecting offers and the deadline for selecting offers
The procedure and criteria used to select offers are specified in the competition regulations.

Information on the entities that have been qualified for grants in the competition will be published in the Public Information Bulletin of the Ministry, at the seat of the Ministry and on the website of the Ministry by July 6, 2020.

Public tasks of the same type carried out by the Ministry of Foreign Affairs in this year and in the previous year and related costs
This year, the Ministry of Foreign Affairs did not perform public tasks of the same type.

In the previous year, the Ministry of Foreign Affairs implemented public tasks of the same type, entitled "Polish-Czech Forum for the rapprochement of societies, deepened cooperation and good neighborliness 2019" for which a total amount of PLN 416,610.00 (in words: four hundred and sixteen thousand six hundred and ten zlotys) was allocated.
