COMPETITION ANNOUNCEMENT 

The Minister of Foreign Affairs, acting pursuant to the Public Finance Act of 27 August 2009 ( Journal of Laws of 2021, item 305 ), announces an open tender competition:

" Polish-Czech Forum for the rapprochement of societies, deepened cooperation and good neighborhood 2022 "

1. Type of public task: Public diplomacy - Polish-Czech Forum
2. The amount of financial resources allocated to the implementation of a public task

             PLN 435,000.00 (say: four hundred and thirty five thousand zlotys 00/100)

3. Principles of granting subsidies:

         The following persons may apply for a subsidy:

1. Registered in the territory of the Republic of Poland, non-governmental organizations within the meaning of art. 3 sec. 2 of the Act of April 24, 2003 on Public Benefit
   and Volunteer Work (Journal of Laws of 2020, item 1057) and entities listed in art. 3 sec. 3
   above the act, i.e .:

1. associations,
2. foundations,
3. legal persons and organizational units operating on the basis of the provisions
   on the relationship of the State to the Catholic Church in the Republic of Poland,
   on the relationship of the State to other churches and religious associations and
   on guarantees of freedom of conscience and religion, if their statutory goals include conducting public benefit activities,
4. joint-stock companies and limited liability companies as well as sports clubs which are companies operating pursuant to the provisions of the Act of 25 June 2010
   on sports (Journal of Laws of 2020, item 1133), which do not operate to generate profit and allocate the whole income for the implementation of statutory goals and do not allocate the profit to be distributed among their members, shareholders, shareholders
   and employees,
5. associations of local government units,
6. social cooperatives,

2. private universities,
3. public universities [within the meaning of the Act of 20 July 2018 Law on Higher Education and Science (Journal of Laws of 2021, item 478) ],  
4. research institutes [within the meaning of the Act of 30 April 2010 on research institutes (Journal of Laws of 2020, item 1383) ],
5. local government units [within the meaning of: the Act of March 8, 1990 on commune self-government (Journal of Laws of 2021, item 1372) , the Act of June 5,
   1998 on poviat self-government (Journal of Laws of 2020, . item 920) , the Act of 5 June 1998 on voivodship self-government (Journal of Laws of 2020, item 1668) ].

4. The deadline and conditions for the implementation of public tasks :

The task should be implemented within the period from February 15, 2022 to December 15, 2022.

The conditions for the performance of the public task are specified in the competition regulations.

5.  Information on the results of the implementation of the public task :

Bidders are required to indicate in the offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.

6. The method, place and deadline for submitting offers:

The offer should be prepared in electronic form as follows:

• register in the web application at https://egranty.msz.gov.pl/ (hereinafter "eGranty"). After registering and activating the account, the bidder will receive access data (login, password) allowing to log in to the application;
• fill in (after activating the account and logging in) the offer application in the eGranty web application ”;

Then the offer generated in the application (* .pdf format) should be printed and delivered
to the Ministry of Foreign Affairs in one of the following ways:

• by post or courier to the following address:

with a note on the envelope:

deepened cooperation and good neighborhood 2022"

• submit to the Journal of the Ministry of Foreign Affairs , located at
  al. J. Ch. Szucha 21, entrance from ul. Litewska, ( the Registry is open from Monday to Friday from 8:15 to 16:15. The Registry is closed on Saturdays, Sundays and other public holidays),

with a note on the envelope:

"Competition - Polish-Czech Forum for rapprochement between societies,
deepened cooperation and good neighborhood 2022"

or sent via ePUAP to the address / MSZ / SkrytkaESP , affixing the offer with a valid electronic signature via a trusted profile or using a qualified electronic signature.

The deadline for submitting tenders is November 22, 2021, at 16.15.

The date of receipt of the offer by the Ministry of Foreign Affairs is decisive.

Bids received after the deadline will not be evaluated.

7. The  procedure and criteria used when selecting offers and the deadline for selecting offers:

The procedure and criteria used to select offers are specified in the competition regulations.

Information on the entities that have been qualified for grants in the competition will be published in the Public Information Bulletin of the Ministry, at the seat of the Ministry and on the website of the Ministry https://www.gov.pl/web/dyplomacja/ by January 28 2022

8.  Public tasks of the same type carried out by the Ministry of Foreign Affairs in the current and in the previous year and related costs:

This year, the Ministry of Foreign Affairs implemented a public task entitled " Polish-Czech Forum for the rapprochement of societies, deepened cooperation and good neighborhood 2021", for which the total amount of PLN 416,852.20 was allocated (in words: four hundred and sixteen thousand eight hundred and fifty two zlotys 20/100).

In the previous year, the Ministry of Foreign Affairs implemented public tasks of the same type, entitled "Polish-Czech Forum for the rapprochement of societies, deepened cooperation and good neighborhood 2020", for which a total amount of PLN 423,160.00 was allocated (in words: four hundred and twenty-three thousand one hundred and sixty zlotys 00/100).

9.  Additional information about the competition

The detailed scope of the competition, the method of preparing the offer, the conditions to be met by the entity joining the competition and the method of providing the offer template and the necessary attachments are specified in the Competition Regulations (along with two attachments: the model grant agreement and guidelines for bidders), included in the Public Information Bulletin, on the website of the Ministry of Foreign Affairs: www.gov.pl/dyawodacja and at the seat of the Ministry.
