MOVE-HET Project: Supporting Jordanian training providers in offering labour market-oriented vocational training

Project Description

The Contractor provides advisory services aimed at ensuring that vocational training and higher education increasingly meet the needs of the Jordanian labour market. These advisory services are provided on a permanent basis by long-term experts and on request/demand-oriented by short-term experts.

The education levels 3 (Skilled) to 7 (Bachelor) of the Jordanian National Qualifications Framework are addressed. The focus is on economic sectors/professional groups with significant employment and income potential. The cooperation of TVET providers and higher education institutions with the private sector is to be institutionalised after so-called dual study tracks were established at several higher education institutions and in several study programmes in the first phase of the MOVE-HET project, in which students study dual courses. Coordination bodies between the educational institutions and the private sector are to be established. By improving the permeability of Jordan's education systems, the educational opportunities of the target groups and the attractiveness of vocational training are to be improved. Employment opportunities and income prospects are to be improved through career counselling, mentoring programmes, the improvement of employability as well as the development of entrepreneurial and innovative skills. The quality and labour market relevance of VET and higher education is to be improved through the targeted training and further education of teaching staff in VET institutions and higher education institutions as well as in cooperating enterprises. An important role is played by continuing education for working people in cooperating enterprises in the addressed sectors, which is provided by vocational training institutions and higher education institutions. Likewise, great importance is attached to digitalisation in all activities.

Tasks of the long term expert:

• Advising and supporting the university in the implementation of cooperative study programmes
• Cooperation with those responsible for the subject areas in which cooperative study programmes are offered; an expansion of the subject areas of currently information and communication technologies is planned and is to be supported
• Supporting the university in establishing the necessary cooperative relationships with companies involved in cooperative offers
• Support in the implementation of state requirements on cooperative study programmes
• Contributions to the implementation of cooperative study programmes at national level, especially in rolling out cooperative study programmes in the region (Ma'an, Tafileh)
• Regular and timely reporting
• Support in the control of the use of funds by the university
• Supporting the CM in updating and/or adapting the project design, in evaluations and in preparing a follow-up phase or further relevant projects

Qualifications of the team member

• Education (2.3.1): University degree (Diplom/Master's degree) in economics, education, social or educational sciences or comparable fields; comparable fields are natural sciences, political sciences, communication sciences;
• Language (2.3.2): Language proficiency in English, C1 of the Common European Framework of Reference for Languages and German, C2 of the Common European Framework of Reference for Languages;
• General professional experience (2.3.3): 10 years of professional experience in higher education as a teacher or in a management role in higher education administration;
• Specific professional experience (2.3.4): 5 years of professional experience in practice-oriented, cooperative and dual higher education;
• Leadership experience/management (2.3.5): 4 years of leadership experience as a team leader in projects or as a manager in companies;
• Regional experience (2.3.6): 2 years of experience in projects in the MENA region;
• DC experience (2.3.7): 2 years of experience in DC projects;
• Other (2.3.8.): Member of a professional network (professional association, sectoral organisation, e.g. VDI, Fachbereichstag).
