Team of 2 Experts for Technical Assistance for the Monitoring and Evaluation System in the Prime Minister’s Delivery Unit and in the Ministry of Planning and International Co-operation (META JO 2025)

The minimum requirements covered by the team of experts as a whole are detailed below:

• Qualifications and skills required for the team: Education at least Master's Degree in a relevant discipline (e.g. public policy, public administration, economics, public finance, business administration or a similar field) or in its absence, an equivalent relevant professional experience of at least six (6) years above the general professional experience required below. • General professional experience of the team: At least twelve (12) years' experience in the sector related to the areas of the evaluation. • Specific professional experience of the team: The team shall have at least 4 mid-term or final evaluations of EU funded technical assistance conducted in the past 7 years; The team shall have proven experience in the identification, formulation, implementation and evaluation of programmes funded by international donors in the region; Knowledge of, and experience in public administration reform (especially in public policy formulation, implementation and delivery) is required; Knowledge of the Arabic language as well as previous relevant expertise in Jordan or the region will be considered as an asset. Understanding of the Jordanian local context and public sector aspects will be considered as a strong asset. The cumulated experience of the experts should ensure that the team is able to cover the analysis of all areas of the evaluation. • Language skills of the team: Excellent written and spoken English (level C2). In addition, at least one expert with a fluent knowledge of Arabic (level B2) is required.

Additional expertise requirements for the team composition:

1) Expert, Cat I (>12 years of experience)

Minimum requirements: Education at least Master's Degree in a relevant discipline (e.g. public policy, public administration, economics, public finance, business administration or a similar field) or in its absence, an equivalent relevant professional experience of at least six (6) Minimum working days: 37

2) Expert, Cat II (>6 years of experience)

Minimum requirements:Education at least Master's Degree in a relevant discipline (e.g. public policy, public administration, economics, public finance, business administration or a similar field) or in its absence, an equivalent relevant professional experience of at least six (6) years above the general professional experience required below Minimum working days: 25

The indicative start date is 15/12/2021 and the period of implementation of the contract will be 67 days from this date (indicative end date: 20/02/2022).
