Job description

The Civil Peace Service (CPS) Programme Philippines contributes to transforming violent conflict and promoting peace in Mindanao. The Philippines have experienced decades of armed conflict between the government and ethno-national resistance groups. CPS peace advisors cooperate with partners from the academe, civil society organisations, the media and governmental institutions to contribute to an inclusive and sustainable peace in Mindanao. The uncertain outcome of the various peace processes goes hand in hand with a decrease in trust in the government and state institutions, especially among younger generations. Misinformation, disinformation, and stigmata are proliferated through social media and thus contribute to the radicalisation and further alienation of marginalised groups. Against this background, the provision of reliable and factual information is all the more important.



Your tasks
  • Support to and coordination of GIZ-CPS’ partnership with its partner organisation Civil Society Organisation Forum for Peace in Iligan City
  • Capacity Building on handling and using conventional and social media (media literacy) by Non-governmental-organizations (NGOs) and marginalised groups to strengthen their communication strategies and effectiveness of their peace advocacy
  • Conduct of media trainings to strengthen video and radio skills for civil society organisations and youth groups
  • Design and implementation of training courses in conflict-sensitive journalism and reporting
  • Provision of advice on the implementation of media-pedagogical approaches (film, music, theater, etc.) to youth, media practitioners, and other marginalised groups to promote diversity and tolerance, to reduce stigmata, prejudice and the willingness to use violence
  • Participatory development and implementation of creative art projects for the non-violent, constructive processing and dealing with the past in Mindanao as well as the production of positively connotated images of Philippine cultural diversity
  • Co-development of project proposals & management of project funds
  • Contributions to the overall GIZ-CPS Philippines programme, such as knowledge materials and support for programme tasks


Your profile
  • University degree in media studies, journalism, arts, development communication, anthropology, sociology, political sciences, peace and conflict studies or related subjects
  • Several years of relevant work experience in the implementation of media-pedagogical approaches and the accompaniment of and creative work with youth and media practitioners
  • Practical knowledge and experience in the development of media, art and cultural productions, preferably in film, radio or social media
  • Knowledge and experience in conflict-sensitive journalism and non-violent conflict transformation as well as in web design, web applications, social media content creation
  • Experience in the development of communication and advocacy strategies for NGOs and civil society organisations
  • Distinct capacities in self-organisation and working independently as well as very good communication skills
  • Commitment to core values of GIZ-CPS, such as mutual respect, inclusiveness, non-violent communication, and human rights
  • Fluency in English; willingness to learn the local language


Location information

We are pleased to offer you a first impression on topics such as climate, shopping and services, the school situation and health care in Philippines.

  • Duty station: Davao City, Mindanao, with frequent business trips to Manila, Cagayan de Oro, Iligan and Surigao
  • Climate: Tropical island climate with significant rainfalls during rainy season
  • Health provision: Adequate medical provisions and services by international standards in Davao and Manila
  • Shopping and Living: Local and international products are available, several tourist destinations for recreational purposes in the vicinity
  • Accessibility: Domestic and international airport within one hour by car, several flights to Manila daily, international connections to Singapore, Hong Kong, etc.
  • Children: Duty station is suitable for families with small children
  • Schools: International schools are available, school fees are reimbursed according to GIZ guidelines
  • Security threats and natural disasters: Generally safe, but the overall security situation requires compliance with all GIZ security regulations. Davao City is prone to natural disasters such as earthquakes

In general, the security situation is calm. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. GIZ runs a professional security risk management system in the field of deployment. GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment. Notes

GIZ's Development Service is looking forward to applications of candidates with a professional qualification and / or university degree and at least two years of professional experience. In addition you hold the German nationality or the nationality of a member state of the European Union.
