BACKGROUND

The Jordan Public Financial Management and Administration Activity (JPFMA) is 5-year activity funded by the United States Agency for International Development (USAID). JPFMA aims to build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations, upgrade public procurement and inventory control management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue raising system; 2) streamlining the budget management process; and 3) optimizing public expenditure management. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.

OBJECTIVE

Since merging the Government Supplies Department (GSD) and the Joint Procurement Department (JPD) in late 2019, there are two acting CPBs in Jordan, the Government Procurement Department (GPD) and the Government Tenders Department (GTD). The GTD is responsible for the procurement of works and technical consulting services for works including works in the fields of water supply, irrigation, sanitation, dams, and electromechanical and communication systems. Due to the nature of the work and high volume of procurement GTD will benefit from introducing modern tools and practices specifically in the field of construction procurement. The expert will be responsible for identifying the needs and providing technical assistance to the public procurement process related to public works.

The tasks performed to achieve the objective will include:

· In close coordination with a component lead initiate and implement activities in the field of construction procurement;

· Establish and maintain a close, positive collaboration with GTD and other GoJ counterparts;

· Maintain up to date information about government plans and strategies related to the procurement of works, communicate it with the component lead;

· Provide strategic advice related to the procurement of works;

· Prepare written reports (monthly) about the project activities under procurement of works;

QUALIFICATIONS AND EXPERIENCE

· Be a citizen of Jordan;

· University degree in a relevant field;

· At least 8 years of experience in the field of procurement (Out of which at least 3 years of experience in procurement of works);

· Previous experience working with government, especially GPD or GTD will be an asset;

· Good understanding of procurement legislation as well as e-procurement systems;

· Good communication skills;

· Ability to establish professional collaboration with government counterparts;

· Previous experience working with the international organization will be an asset.
