UNDP Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December 1978 to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end.

Due to the blockade and restriction of access to people and commodities and the recurrent hostilities affecting the Gaza Strip since 2007, the overall socioeconomic conditions there have deteriorated. The negative impact has been compounded by the COVID-19 pandemic and political instability that further undermined Gaza’s development aspirations.

Based on the Israeli cabinet decision to ease the blockade on the Gaza Strip in 2010, the international organizations were allowed to access the construction materials and equipment needed for the projects they manage in the Gaza Strip. Accordingly, UNDP/PAPP has established the Access Coordination and Monitoring Support Project and set up the needed systems and standard operating procedures to safely facilitate the entry of materials and equipment. UNDP/PAPP has rented a warehouse in the Gaza Industrial Estate to serve as a junction point in the cycle of materials-delivery from entry point to the respective points of destination where the nature and quantities of commodities are properly documented.

UNDP/PAPP is seeking a candidate to fill the position of Site Engineer to provide technical support to the infrastructure & other Programme Units. S/he wiil conduct spot checks on projects during implementation on the consumption of the coordinated materials at the project’s site and factories. The incumbent will work under the guidance of the Assistant Special Representative of program in Gaza Office and the direct supervision of the Project Manager in the Gaza Office for an expected duration of 12 months.

Duties and Responsibilities

The Site Engineer will undertake the following function:

Provide technical support to the infrastructure & other Programme Units.
Coordinate and communicate with project teams and different stakeholders to create effective communication/work plans.
Conduct spot checks on projects during implementation on the consumption of the coordinated materials at the project’s site and factories.
Perform other duties as assigned by the supervisor.

Liaise with counterparts and project staff to establish proper channels for cooperation and communication.
Collect all data connected with the materials/ equipment that are planned for access coordination from projects’ team and make sure that all needed technical information is well documented and presented.
Make sure that the location of the project matches with the GPS of the project site with verification from the GIS engineer.
Review and verify the construction documents of the infrastructure project (design, bill of quantities, drawings, and technical specifications) to ensure their accuracy and applicability.
Segregate and prepare the presentation of information for identification of areas for support in close coordination and collaboration with the other programme units.

Coordinate and communicate with project teams and different stakeholders to create effective communication/work plans.

Assist in preparing and matching the access coordination planned processes and requests with the projects’ team implementation plans to assure proper delivery of materials/equipment.
Timely inform the Coordination / Logistics and Warehouse Associate with the needed requests for coordination (RFC) and materials (RFM) according to the approved list of materials and projects’ work plans and schedule.
Reconcile the data of accessed materials and the data registered with the logistics and warehouse associate to ensure proper documentation and consumption of materials.

Conduct spot checks on projects during implementation on the consumption of the coordinated materials at the project’s site and factories.

Ensure the immediate use of materials according to the planned implementation plan set by the relevant project manager.
Monitor the consumption of materials and properly document any remaining quantities of different items.
Make sure that the excess materials are returned and properly stored in the UNDP warehouse.

Perform other duties as assigned by the supervisor.

Institutional Arrangement:

The incumbent undertakes the duties under the guidance of the Assistant Special Representative and the direct supervision of the Project Manager in the Gaza Office.

Required Skills and Experience

Min. Education requirements

B.A Degree in Civil/Architecture Engineering from an accredited university.

Min. years of relevant work experience

Four years of relevant experience in engineering projects.

Required skills

Experience in the usage of computers and office software packages (MS Word, Excel, etc).

Experience in the use of Engineering software

Desired skills in addition to the competencies covered in the Competencies section

Experience in Access Coordination is an asset.

Knowledge of the UN system and familiarity with UNDP procedures is an asset. Previous experience with International (public or private sector) Organization is desirable.

Required Language(s)

Fluency in both English and Arabic languages both spoken and written. Good knowledge of Hebrew is an asset.

Professional Certificates

Member of the Palestinian Engineer’s Association.
