Position Description

The Senior Business Development (BD) Manager assists in the execution of tactical initiatives to support on-going business growth. The Senior BD Manager has a lead role in managing and preparing new business proposals in response to solicitations from the U.S. Agency for International Development, other USG and donor agencies, foundations, and the private sector on a variety of monitoring, evaluation and learning (MEL), technical assistance, capacity strengthening, communications and knowledge management and gender and inclusive development projects in support of international development globally. This position is focused on bid and capture strategy development, partner identification and development, proposal management and technical proposal writing. The Senior BD Manager organizes proposal specific teams and manages these teams in support of preparing successful proposals. The Senior Business Development Manager may travel for brief periods for proposal planning and capture activities and supports the Business Development Team in developing and maintaining effective BD processes and systems. The Senior Business Development Manager may supervise other BD team staff members.

The position may be remote or work a hybrid schedule at EnCompass’ headquarters in Rockville, Maryland.

Position Duties and Responsibilities

  • Works as member of the BD Team to formulate and implement capture and bid strategies and research technical or business information in support of new business development efforts
  • Identifies, develops, and maintains relationships with partners in prime and subcontractor capacities
  • Manages proposal efforts and provides guidance to internal and external team members
  • Writes proposal components, including technical sections, management plans, capability statements, and staffing plans
  • Supports proposal recruitment efforts as needed
  • Supports the development of proposal budgets and level of effort build-ups, as well as budget narratives and assumptions
  • Manages and/or participates in proposal reviews and recommends and executes changes as needed
  • Ensures adherence to established proposal and project templates and quality standards
  • Engages in limited project start-up activities, such as the BD handover meeting, as part of transitioning from BD to implementation, as appropriate. This may include tasks such as organizing client kick-off meetings, internal launch activities, and contract reviews.
  • Builds and leverages professional networks to find partners and new sources of business

Other:

  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Qualifications

  • High School Diploma and + 12 years of relevant and similar professional experience; Associate degree and + 10 years of relevant and similar professional experience; Bachelor’s Degree and + 8 years of relevant and similar professional experience; Master’s Degree and + 6 years of relevant and similar professional experience; PhD and + 4 years of relevant and similar professional experience

Experience and Skills

  • At least five years of demonstrated successful track record managing the opportunity identification, capture, and proposal process and authoring sections of successful proposals for international development donors
  • Proven ability to develop original text and also to re-purpose and edit written materials
  • Knowledge of and experience managing proposals to provide services in: monitoring, evaluation and learning, technical assistance, training and capacity strengthening, communications, knowledge management, and gender and inclusive development
  • Experience in at least one of the following technical sectors highly preferred: agriculture and food security, climate, economic growth, education, democracy, rights and governance, gender and inclusive development, global heath, humanitarian assistance and women’s economic empowerment
  • Exceptional ability to understand and communicate complex information, and to conceptualize and produce strong, clean and compelling written materials
  • Demonstrated managerial, administrative, analytical, and decision-making abilities
  • Demonstrated ability to identify priority actions and generate and complete work plans within short timeframes
  • Ability to demonstrate attention to detail, accuracy and strong time management skills
  • Demonstrated ability to develop and maintain strong interpersonal communication skills and work effectively in teams
  • Must be innovative in problem solving and resourceful in finding information
  • Must maintain an ability to work under pressure and manage competing priorities and deadlines
  • Experienced in formatting documents and using graphics effectively
  • Strong proficiency with Microsoft Office 365 products and apps; experience with graphics software a plus
  • Ability to work in an appreciative, strengths-based environment and to guide others in using an appreciative approach
