UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power.

In response to the deteriorating humanitarian situation in Afghanistan, the Asian Development Bank (ADB) has launched a USD 405 million grant through the “Novel Financing for Sustaining Essential Service Delivery Project” to alleviate the adverse effect of the crisis. The objective of the intervention is to sustain delivery of essential public services and food security to ease the adverse impact of economic disruptions on the welfare and livelihoods of the most vulnerable population groups in Afghanistan. The ADB grant will be implemented through separate projects delivered by UNDP, UNICEF, WFP, and FAO as executing agencies. The allocation to UNDP will focus on monitoring of the grant programme implemented by UNICEF, WFP, FAO and conducting socio-economic assessments and on-demand research to support a Phase 2.


Duties and Responsibilities

Objective of the assignment

UNDP requires an International M&E and Reporting consultant to undertake impact analysis of ADB financing, support in the data collection and analysis, prepare quarterly, annual and project completion reports, and review the social economic analytical reports and thematic assessment reports and provide inputs using the integrated M&E framework including, questionnaire for data collection, and the workflow for the M&E app and integrated system for collecting the information and report on a quarterly and annual basis for ADB Grant Programme using a robust monitoring system in health, education, and food security sectors across the eight (8) regions, 34 provinces of Afghanistan.

There will be a mechanism for field monitoring. The field monitoring will validate results reported by implementing agencies and partners. The monitoring activities aim at obtaining first-hand observation of the project setting at the target community level and verifying data for assessing project relevance, effectiveness, efficiency, and impact. UNDP uses its sub-offices across the eight regions for field monitoring and verification. UNDP monitoring officers based in regional offices verify the first – hand data collected by local enumerators. The verified data will be analysed by the M&E team at the central level and will be entered into the web – based monitoring system for evidence – based reporting and informed policy level decisions.

UNDP will integrate a systematic approach to monitoring project activities and results on an ongoing basis to ensure that activities are implemented, and results achieved and to enable an appropriate level of project oversight for quality assurance. The monitoring system will function as a means of data collection that will contribute to quarterly and annual reporting.

The international M&E consultant will undertake the following activities:

Prepare quarterly, annual and project completion reports.

Review the socio-economic analysis reports and thematic assessment reports and provide inputs.

Deliverable 1:

Prepare two evidence – based quarterly reports for 2022 including compiling and analysis of data from relevant UN agencies and local enumerators.

The following tasks should be reflected in the report.

Undertake impact analysis of ADB financing.

Support in the data collection and analysis.

Prepare quarterly, annual and project completion reports.

Review the socio-economic analysis reports and thematic assessment reports and provide inputs.

Deliverable 2:

Prepare three evidence – based quarterly reports for 2023 including compiling and analysis of data from relevant UN agencies and local enumerators.

The following tasks should be reflected in the report.

Undertake impact analysis of ADB financing.

Support in the data collection and analysis.

Prepare quarterly, annual and project completion reports.

Review the socio-economic analysis reports and thematic assessment reports and provide inputs.

Deliverable 3:

Prepare Annual Project Report for 2022 compiling all the information collected through the UN agencies, data collected by the enumerators.

The following tasks should be reflected in the report.

Undertake impact analysis of ADB financing.

Support in the data collection and analysis.

Prepare quarterly, annual and project completion reports.

Review the socio-economic analysis reports and thematic assessment reports and provide inputs.

Deliverable 4:

Prepare Project Completion Report for the entire project duration from February 2022 till December 2023.

The following tasks should be reflected in the report.

Undertake impact analysis of ADB financing.

Support in the data collection and analysis.

Prepare quarterly, annual and project completion reports.

Review the socio-economic analysis reports and thematic assessment reports and provide inputs.

Deliverable 5:

End of assignment report including inputs for the socio economic and thematic assessment.

The following tasks should be reflected in the report.

Undertake impact analysis of ADB financing.

Support in the data collection and analysis.

Prepare quarterly, annual and project completion reports.

Review the socio-economic analysis reports and thematic assessment reports and provide inputs.

Payment Modality:

Payments under the contract shall be delivery-based and the payment will be upon receipt, acceptance, and approval of deliverables as per ToR’s specific milestones indicated above and shall be deemed delivered upon the approval of the NFM Project Manager as mentioned in the following table.

Note: UNDP will collect data against the indicators mentioned under the ADB Grants Program. The information to be collected and reported should be align with the overall M&E framework of the ADB - NFM project, see the performance indicators as following:

Required Skills and Experience

Qualifications:

The international M&E consultant should have:

Master’s degree in management/social science or any other field relevant to M&E.

Required experience:

The international M&E consultant should have:

At least 10 years relevant professional experience in data collection, compilation, analysis, and reporting. Experience of developing an integrated M&E framework in another country will be an added advantage.

Language:

Excellent written and verbal English skills is a necessary requirement.
