Background

Ten years into the Syrian crisis, Lebanon remains at the forefront of one of the worst humanitarian crises and has shown exceptional commitment and solidarity to people displaced by the conflict in Syria. Since October 2019, Lebanon is also facing a movement of popular protests across the country targeting the political establishment for the country’s dire economic and financial crisis. The deepening social and economic crisis has been exacerbated by the fallout of the COVID-19 pandemic, as well as the August 4 Beirut Blast. UNDP is responding to this context of rising tensions and exacerbated vulnerabilities through a Security, Rule of Law and Human Rights Programme under the Crisis Prevention and Recovery portfolio. and The Programme originated in a project aimed at addressing rising tensions between host communities and Syrian refugees through a community security and access to justice response.

The program is supporting national institutions to develop a people’s centered approach to security and justice, as well as to promote gender equality and protect human rights. The programme is working with the Ministry of Interior and Municipalities, the Internal Security Forces (ISF), the Ministry of Justice, more than 20 municipalities and districts, the National Human Rights Commission, as well as civil society organizations.
Duties and Responsibilities

Under the overall direction and supervision of the CTA and in close coordination with the project team, the communication for development associate will:

Develop and manage the implementation of a communication strategy that promotes project activities and positions UNDP as a leading actor in the areas of RULE OF LAW and Human rights among different actors (Donors, public audiences, Media):

Content production:

Manage the timely production of communication content (digital & print) that can be easily adapted to digital & traditional media channels dissemination.
Storytelling through effective multimedia and multi-platform digital communication. This includes the development of press releases, fact sheets, newsletters, key messages, media kits, human interest stories, local campaigns, blog posts, etc., following UNDP editorial guidelines
Manage consultants hired for content production mostly content producers such as videographers, graphic designers, photographers, etc.
Develop timely and consistent Arabic and English social media packages that cater for UNDP’s different social media pages (Twitter, Facebook, Instagram, linked in, YouTube)
Liaise with program staff and field partners on content production missions
Support national partners on the production of content for their own online platforms

Communication Campaigns & advocacy:

Manage and oversee the design and implementation of communication campaigns
Develops creative directions / local campaigns and manages their implementation (catered for both UNDP and partners platforms.)
Develops PR strategies intended to boost campaign’s reach.
Manages advertising agencies on the implementation of UNDP communication campaigns
Liaises with national partners the prospects of campaigns
Adapts and presents campaign ideas based on discussions with national partners
Contributes to UNDP website with advocacy articles

Media outreach:

Ensures a strategy that strengthens and builds partnerships with media outlets to cover UNDP interventions
Pitches stories to media reporters to expand UNDP interventions coverage in the areas of rule of law and human rights
Established and maintains partnerships with digital influencers to ensure online coverage of project activities
Proactively engages with media and digital influencers on different activities /program related occasions

Events organization:

Organize and liaise high level field visits with national partners / Programme staff
Organizes press conferences/ media roundtables/ international day marks events

Donor relations and reporting:

Preparation of timely communication and visibility reports for donors that highlight the impact of donor funding
Preparation of timely and efficient Programme progress reports
Preparation of visual briefing notes
Preparation of donor presentations
Follow up with donor communication focal points on visibility requirements and communication activities
Contributes to the development of project proposals and concept notes

Support the development and implementation of community outreach activities based on Communication for development approaches:

Work closely with team members on identifying C4D opportunities in support of programmatic activities
Support the design of strategic community outreach activities based on C4D approaches with clear programmatic targets
activities
Cross cutting liaison among National stakeholders & partners to ensure changed approaches to policy making in favor of human rights (coordination with Mayors, Municipality representatives, Ministry representatives, ISF Personnel, Bar Associations etc.)
Support the implementation of C4D strategies, including by overseeing third parties (consultants, NGOs) conducting C4D assessments

Required Skills and Experience
Education:

Completion of Secondary Education is required; or Bachelor’s degree in Communications, public relations, marketing, or related fields.
Experience:
Minimum 7 years with a secondary education or 4 years with a Bachelor’s degree of progressive relevant experience in the field of communications.
