Final Evaluation of the Dialogue Facility

Team Leader : 30 WD

General description of the position: Qualifications and skills required for the team: experience in policy dialogue interventions and sector policy dialogue, sector expertise fitting the most important sectors of EU-SA cooperation, experience with civil society and government-civil society dialogue, experience in capacity building programmes The European Union pursues an equal opportunities policy. Gender balance in the proposed team, at all levels, is highly recommended. The team leader will be responsible for overseeing and driving the evaluation of the Action from start to finish. They will be ensure the appropriate delegation of tasks, time management as well as ensuring adherence to the TORs and the established methodology. The team leader will be responsible for ensuring that quality requirements of deliverables are met. They will assist in the activities involved the implementation of the evaluation.

Qualifications and skills required: At least a Master's Degree in its absence, equivalent professional experience in the areas of governance, policy analysis, Social Science, international relations, Political Science, public administration, economics or other relevant sector. In the absence of a Master’s degree academic level, a Bachelor's Degree academic level plus 13 years direct working experience in the above outlined professional areas is acceptable. Experience and proficiency in project/programme review/monitoring/assessment/evaluation using EU/OECD-DAC Evaluation Methodology for at least 3 projects/programmes Strong analytical skills Experience in stakeholder engagement and in both public and private sectors Excellent communication and presentation skills A holistic understanding and/or experience in South Africa is an added advantage.

Specific professional experience: 6 years professional experience policy creation and implementation, out of which 3 years are in the Southern and South African development context At least 6 years of experience in evaluation of which at least 4 years were in a Team Leader capacity
