Technical support and assistance to the Euroclima LAC and the Caribbean Green Deal programs
Key expert 1 (KE1): Team Leader (indicative min of 1000 wd)
The team leader (TL) shall be the main counterpart for the contracting authority and responsible for the deliverables of the contract and their quality. The TL will provide strategic guidance, supervise and coordinate the work and deliverables of the entire TA team, being directly responsible for the tasks related to overall planning, coordination and delivery. The TL will oversee and facilitate the design and delivery of the Euroclima and PSU organisational design, including governance, principles, domains, roles and collaborative spaces, as well as the rules, accountabilities and tools that govern and support these. The TL will update the organisational design in consultation with the MC, in the spirit of continuous improvement. If agreed by the MC, the TL will take on a (co-) leadership role of the PSU.
Qualifications and skills
Knowledge and experience in environmental, climate and biodiversity action, and their nexus with development
Demonstrated knowledge and extensive experience leading organisational design and development processes, agile teams, and cross-sector / cross-institutional collaboration
An advanced understanding of EU development assistance
Excellent analytical and communication skills
Excellent organisation and coordination skills
Demonstrated people and process leadership skills
Fluency in written and spoken English and Spanish is compulsory; knowledge of French is considered an advantage
General professional experience
At least 15 years of professional experience in results-based organisational, people, process and programme / project management, including design, monitoring, evaluation and financing
At least 10 years of professional experience with international donors and other public, non-state or private actors in developing countries, preferably in Latin America and/or the Caribbean
Experience as a team leader of a regional programme is considered an asset
Prior experience with EU development cooperation is an advantage, as is experience with other international organisations/donors.
Specific professional experience
At least 6 years managing consultancy work in climate change, biodiversity/environment and/or natural resources
At least 5 years as a team leader in international development projects, managing the entire programme or project lifecycle
At least 5 years of work experience in Latin America and/or the Caribbean.
Demonstrated expertise in results-based, theory of change design and management, monitoring and evaluation
Demonstrated leadership experience in participatory and consultative processes, organisational design, and process / dialogue facilitation, including stakeholder consultations, policy reform, and institutional strengthening processes.
