Short project description:
GIZ, together with the European Union, is currently supporting the Ministry of Environment, Forestry and Tourism (MEFT) in implementing latest Namibia’s Nationally Determined Contributions (NDC) plan. As part of its support, GIZ project helps the MEFT in further developing a portfolio of NDC projects and mobilize resources for climate action (adaptation and mitigation). One of the areas of support concerns the development of NDC relevant proposals for the Namibian waste sector. The MEFT is interested in identifying bankable projects in the waste sector with GHG reduction potential that are eligible for funding through international climate funds and/or of interest for private sector engagement.
Job description:
A short-term expert (m/f/d) assignment of 25 days, covering a 3-months timeline (appr. July -September 2022, pending start of contract) including a 15-day mission to Namibia for project identification and stakeholder consultations. The short-term assignment can include up to two experts, with 10 years management/leadership experience for the lead expert. The assignment will receive full on-the-ground support by GIZ including selection of relevant experts for interviews/stakeholder engagements and site visits.
Expected deliverables include
- a brief analysis of data (availability, quality, gaps) in the waste sector with respect to GHG emissions;
- identification and description of five waste projects (annotated short list) with measurable GHG reduction potential in the waste sector in Namibia suited for climate funding and/or support from private businesses. Identified projects can include both existing waste projects with potential for upgrading, optimization or extension or new ideas for projects and
- development of a project concept note for one project with high GHG reduction potential in the waste sector in close consultation with GIZ and MEFT.
