Senior Advisor:
• General description of the position: The expert will be responsible of the implementation of the assignment.
• Expert category: Cat. I (>12 years of experience)
• Qualifications and skills required: - Master’s degree in economics, social or political science, international relations, development studies or similar discipline related to development - Excellent communication and interpersonal skills, able to involve diverse stakeholders, to achieve constructive outcomes
General professional experience: - The candidate should have at least 12 years relevant experience with a background in aid planning and administration and at least 10 years working experience in developing countries. - At least 10 year’s post-qualification experience at a senior level in managing or advising on donor-funded development programmes. - Proven experience in capacity building, institutional strengthening and training of local staff
• Specific professional experience: - At least 8 year’s post-qualification experience as the Manager of, or Adviser to, EU funded programmes of which - At least 5 as
an Adviser to an EDF National Authorising Officer (or Regional NAO). - Extensive understanding of funding modalities of donors and of aid coordination - At least 5 years post-qualification experience advising on development cooperation and aid effectiveness issues. - Experience working with government institutions in operationalising aid coordination structures and managing information management systems, as well as databases - Demonstrable experience supporting the development and implementation of M&E frameworks. - Experience in managing program estimates will be an asset.
• Language skills: - The expert must be excellent in English
• Number of working days: 275 days
