Project Overview and Role:
Background
The Innovation for Indonesia’s School Children (INOVASI) Program is a partnership between the Governments of Australia (GoA) and Indonesia (GoI). INOVASI includes Indonesia’s Ministry of Education and Culture (MoEC), Ministry of Religious Affairs (MoRA), the National Development Planning Ministry (Bappenas), and sub-national partners in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan and East Java. The Program seeks to identify and support changes to education practice, systems and policy which demonstrably accelerate improved student learning outcomes. INOVASI is managed by Palladium on behalf of The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), and formally started on 18 January 2016.
The eight-year program (2016-2023) supports selected government partners (sub-national and national) to identify and understand systemic problems impacting on teaching and learning outcomes in Indonesia and to develop and implement local solutions. The program has three focal areas for investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all. Improved student learning outcomes in basic education provide the foundation for a more skilled Indonesian workforce that will drive economic growth and stability.
Primary Duties and Responsibilities:
Purpose of the Position
The Literacy Consultant will support INOVASI to provide advice to our partners in national and sub-national government, relating to the development and trialling of training modules and support materials for literacy.

Duties
Under the direction of EPP and GEDSI Manager, the Literacy Consultant will:
Advise and on literacy related content to the Merdeka Mengajar Platform through ATP, Modul Ajar and Microlearning material.
Work in collaboration with a selected team of local counterparts including MoEC and MORA, and YLAI to develop resources on literacy for teachers which provide flexibility in delivery and implementation, ensuring relevance and appropriateness of the materials and approaches.
Ensure teaching and learning resources (ATP, Modul Ajar, micro learning materials) based on INOVASI good practice are available on the Merdeka Mengajar Platform
Provide support and oversight (quality assurance) of the design of training and teaching/learning materials
Ensure resources are in line with GoI priorities and strategies (for example, through seeking advice from Advisors and the Systems and Policy team on the policy context) and reflects current and emerging approaches to responsive and adaptive programming, including Problem Driven Iterative Adaptation.
When requested, provide support to the Digital Learning Officer on the design and implementation of the digital conversion of literacy materials as well as INOVASI training modules and literacy learning and reading materials.
Support the development of language transition teaching modules and ATP to contribute to the Merdeka Mengajar Platform
Integrate effective language transition approaches and principles into Kurikulum Merdeka (through toolkits, ATP and/ other forms)
Promote the use of Mother Tongue to support learning so that it can be integrated into the curriculum (MoECRT and MoRA)
Work with S&P to hold dialogue and advocate for the use of mother tongue to support literacy and learning in general (building on the work in NTT as well as explore partnerships to promote the use of mother tongue)
Other duties as may reasonably be required consistent with the incumbent’s qualifications and experience
Required Qualifications:
The Literacy Consultant will possess the following qualifications and experience:
Degree in relevant field in education
Relevant experience in working at a high level in teacher training, literacy and curriculum development
Demonstrated knowledge and understanding of literacy learning, curriculum, and competency frameworks;
Experience in classroom teaching is an advantage
Knowledge and understanding of the Indonesian education system and school system and practice
Strong analytical skills;
Strong facilitation skills;
Excellent interpersonal skills and ability to communicate skills;
Extensive experience in a donor or non-government environment. In particular, knowledge of the Indonesian context, and Government of Indonesia’s current reform program is highly relevant
Excellent writing skills in English. Familiarity with the Indonesian cultural context, and competence in Bahasa Indonesia would be highly desirable.
