SUMMARY OF THE PROJECT
Launched in December 2021 and implemented by Cowater International, the Middle East Support Services Project (ME-FSSP) will primarily support the development and humanitarian objectives of Canada’s Middle East Strategy by providing administrative, financial, procurement, and logistical services in Jordan, Iraq, Lebanon and the region. FSSP will also be available to support official development assistance (ODA)-eligible stabilization and diplomatic engagement objectives. More specifically, to ensure the effectiveness, efficiency, quality, and relevance of Canada’s support in responding to the Middle East’s development, humanitarian and stabilization challenges, the Department of Foreign Affairs, Trade and Development — in particular GAC’s development and humanitarian programs — requires access to local technical expertise, sector studies and strategies, sector, and initiative-level preparation and monitoring, along with supplementary financial, administrative and logistical services.
SUMMARY OF THE POSITION/S
The ME-FSSP frequently engages experts under individual contracts to work on short-term tasks either as a consultant or an individual contractor.
The Consultants will provide technical support to GAC’s development program in Jordan, Iraq, and Lebanon, in different areas in order to ensure effective and resource-efficient programming, as well as the integration of Canadian priorities in programs/projects with the ultimate goal of contributing to better development results in the region.
In order to respond to GAC’s requirements to identify experienced Technical Specialists, the ME-FSSP office is working on collecting CVs from interested consultants/ consultancy firms who have solid experience in one or more of the following fields:

  • Education

  • Livelihood and Economic Empowerment
  • Environment and Environmental Justice
  • Inclusive governance
  • Human rights
  • Protection
  • Monitoring and Evaluation
  • Food security

GENERAL REQUIREMENTS
Location: The advisor could be located in the Middle East, preferably in Jordan, Lebanon, or Iraq, or could work remotely. The Advisor must be ready to travel in/to Jordan, Lebanon, and Iraq to support GAC’s development and, to a lesser extent, humanitarian assistance programs’ planning and monitoring activities and to meet with partners. The ME-FSSP PM must approve all travel prior to the travel.
Payment: The basis for payment and payment schedule will be based on a fixed-time rate contract.
Education: Candidates must have a minimum of a bachelor’s degree or higher in a “relevant discipline” (defined as a discipline related to the fields from a recognized post-secondary institution).
Experience:

  • Candidates should have a minimum of 4 years of experience in international development programming and in the field they are applying for. A preference will be given to candidates with significant experience in Jordan, Iraq, and Lebanon.
  • Candidates should have experience managing projects within their area of expertise.
  • Candidates must demonstrate experience working successfully with a range of stakeholders in an international development context.

Language: Fluent in Arabic and English (both written and spoken).
