Description

I. Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Country Office (CCO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments. The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections. Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR). A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

Cambodia is one of the most at-risk countries in the world in relation to climate change. Social economic factors often determine vulnerability with women and girls being disproportionally affected by climate change impacts due to gender inequality. This inequality is also reflected in how women and girls experience climate change. Women often experience higher mortality from disasters than men.


Duties and Responsibilities

UN Women seeks to hire a consultant to provide coordination and technical support for the gender mainstreaming into climate change and disaster statistic, and gender mainstreaming in disaster management. This assignment includes working closely with key partner strategic partner such as Ministry of Women Affair to enable the finalization of the guideline on gender mainstreaming into climate change and disaster statistic, the country profile on gender and climate change and disaster as well as the development of the roadmap to gender statistic in CC/DRR. At the same time, the task will require the consultant to work with NCDM to finalize the ToT Manual package on gender mainstreaming in disaster management. The consultant will also work in collaboration with the UN Women team and international consultants aiming to provide the technical support and smooth coordination for the two strategic partners.

The key task and responsivities are:

Coordinate and provide technical support for the gender mainstreaming into climate change and disaster statistic

Coordinate with MoWA and the international consultant to enable the finalization of the drafted guideline and the development of the country profile on gender and climate change and disaster statistic.
Support international consultant through coordination with MoWA project team to enable the capacity development activity including learning event, training and coaching session.
Conduct final reflection with MoWA for the project implementation and document the progress, lesson learn good practices and recommendation for way forward in regard to gender and CC and disaster statistic
Provide technical support and input to the conduction of the training with GMAG and other coordination meeting between MoWA and concerning ministries

2. Coordinate with NCDM to finalize the ToT Manual package on gender mainstreaming in disaster management

Coordinate with NCDM and the international consultant to enable the development and finalization of the ToT manual package. This include cross check the English and Khmer document to be ready for publication.
Coordinate with NCDM, the international consultant and regional project team to conduct a pilot training using the developed ToT manual package.

Task

Coordinate with NCDM and the international consultant to review the input and comment in Khmer to English parts which enable the international consultant to finalize the ToT manual package (including the presentation material, tools and facilitation guide) ready for the Pilot training.
Co-facilitate and support regional team to conduct the pilot training using the ToT package.

4th Deliverable

Submission of the pilot training report including the result of the training in term of the level of satisfaction on the manual and other inputs and comments for the improvement.

Support and work with MoWA project team to conduct multi-stakeholders workshop and meeting to collate data for the development of the country profile on gender and climate change and disaster statistic.
Support and work with MoWA project team to develop the Gender statistic on climate change/DRR road map for future collaboration with other DPs, CSOs, Private sectors and line ministries concerned

5th Deliverable

Submission of meeting report include the data and documents collecting from MoWA project team to be sent to the international consultant
Submission of the Road map to future collaboration to improve gender statistic on CC/DRR works

III. Supervision

The consultant will work in close collaboration with the UNWOMEN personnel in Cambodia under the direct supervision of Country Programme Coordinator and overall guidance of the Regional Humanitarian, DRR, Climate Advisor

Required Skills and Experience

IV. Required qualifications
Education:

Master’s degree or equivalent in gender study, development study, social science, or related fields. A Bachelor’s Degree with 4 years of extensive experience may be considered in lieu of a Master’s Degree.

Experience:

A minimum of 2 years of relevant experience in the field of gender and Gender mainstreaming, using evidence in gender mainstreaming
Proven having experience and skills in organizing and facilitating a capacity development activities, meeting and workshops, including working with government officials from various background;
Proven having experience and skill in the development of training manual, guideline or country report is a plus

Demonstrable experience working and coordinating with multi-stakeholders, especially governments;

Language Requirements:

Fluency in both Khmer and English with proven report writing experience

V. Contract period and work location

The assignment period is from 01 September to 01 December 2022. The assignment is based in Cambodia. The consultant may be required to travel outside of Phnom Penh as needed for the purpose of the assignment where required by UN Women-Cambodia. The standard UN Daily Subsistence Allowance (DSA) will apply to any travel outside duty station that may be required in the fulfillment of this assignment.

VI. Evaluation

Applications will be evaluated based on the cumulative analysis:

Technical qualification (100 points); weight: (70%)
Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

Total Obtainable Score

100 %

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
The total number of points allocated for the price component is 100.
The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
