North South Consultants Exchange is recruiting a Team Leader/Project Manager for the project: “Preparatory Studies to EU4Water and Water Team Europe Initiative”. The overall objective is to support the EU Delegation to Egypt and the Government of Egypt in the definition of strategic priorities to support the water sector in Egypt for the next programming period (2021-2027).

Work Components:
WC 1: |
Support to the identification and formulation of water related projects under EU Multiannual Indicative Programme (MIP) 2021-2027, Team Europe Initiative (TEI) Water, and Egyptian Nexus Water Food Energy (NWFE) Initiative - Water Pillar. |
WC 2: |
Preparation of public policy analysis studies with the aim to promote sustainable growth and climate resilient investments in the water sector. |
WC 3: |
Capacity development for the relevant institutions, with focus on Project Management |
Specific Tasks:
- Implementation of workshops and bilateral meetings
- Reporting inc. Inception report and final report
- WC1 - Task A1: Prepare background studies for key projects under the NWFE - Water programme (identification and formulation, two background studies, baseline analysis, feasibility assessment, reporting)
- WC1- Task A2: Develop a simplified business plan for key projects under the NWFE - Water programme (Financing plan, assessment of the impact of climate change, market testing and formulation of a green financing strategy)
- WC 2: Sector policy analysis
- WC 2: Private sector outreach consultations
- WC 3: Training plan and curriculum with focus on Project Management, Risk Management, Financial Modelling and Financial sustainability on water management
Qualifications and skills:
- University degree in Engineering, or related fields to Water Management, preferably at Master's level – Additional advanced professional qualification is an asset
- Fluency in written and spoken English
- Knowledge of Arabic is an additional advantage
General professional experience:
- Minimum experience of 15 years (or 10 years with a PhD degree) in project management and planning approaches and methodologies in different countries (preferably in countries with similar water scarcity conditions and comparable complicities)
- At least three years' experience in leading a team of technical resources & successful record of team building capacity as to manage a large team of diverse professionals
Specific professional experience:
- At least 10 years documented experience (or 5 years with a PhD degree) in fields related to utilities sector reforms, feasibility studies and policy analysis.
- Demonstrated experience of working in developing countries and particularly in Egypt and North Africa region in at least one project in the last 10 years (2012 onwards) is an asset
- Proven experience in at least one internationally funded project in the last 10 years (2012 onwards) in water resources planning projects in Egypt is an asset
Duration:
The duration of the project will be 24 months with provisional commencement date on 1/3/2023
Estimated level of effort for the position:
The level of effort for the position is min. 100 working days.
