Qualifications and skills required: Academic degree in the field of environmental engineering with an emphasis on aspects of water and sanitation. Complementary training in topics related to the contract such as engineering and wastewater treatment. Fluent spoken and written Spanish, as well as a good command of English.

General professional experience: Minimum 3 years of professional experience in cooperation with international organizations or projects on related topics. Experience with EU will be positively valued Experience in institutional strengthening/capacity development specifically in the development of sectoral policies and programs. Experience in follow-up and validation of compliance indicators for sectoral budget support. Experience in developing development strategies, planning and programming documents, including donor coordination. Experience in Bolivia or Latin America will be positively valued.

Specific professional experience: Experience in the implementation of water and sanitation, environmental, water management and natural resources programs and projects. Experience in wastewater treatment, reuse of wastewater and waste management will be positively valued. Experience in service acquisition and contracting processes, including the preparation of Terms of Reference will be positively valued. Experience in monitoring EU Budget Support and have previously worked on EU-funded Technical Assistance projects will be positively valued. Knowledge of the legal and institutional framework of Bolivia will be positively valued.

Language skills: Fluent Spanish and good command of English.
