We are looking for a well-organized and results-oriented Human Resources Manager, who can provide leadership and high level of understanding on the policies and procedures in the different disciplines of human resources, employee developments and trainings and in creating HR projects that are geared towards improving the workforce’s productivity and well-being to join the NIRAS Team in Manila.

About the Job

The HR Manager is responsible for managing the human resource function, supporting and advice to all levels of the organization for the successful implementation of company programs. Lead the HR Team in providing appropriate and timely HR services to the organization, which would include:

Management Support

Updates and improves on existing HR related guidelines, manuals and strategies and leads the implementation of those with management;
Ensures full compliance with Philippines’ laws and regulations, as well as NIRAS corporate standards and best practices
Assesses and as needed improves the system and practice of performance monitoring and professional development;
Advises and supports planning and decision-making on recruitment, staffing and performance management, and ensures the implementation of those decisions to be consistent and transparent;
Develops staffing strategies with management, taking into consideration immediate and long-term staff requirements in terms of number and skill-level;
Organizes and recommends wellness-related activities/events such as but not limited to team building, Christmas Parties and the like;
Supports management on disciplinary and grievance concerns; 

Recruitment and Selection

Develop and leads end-to-end recruitment cycles:
Proactively participates in preparing job descriptions or scopes of work in collaboration with the requesting manager/unit;
Leads the selection and recruitment process of local staff and consultants;
Advertises open positions as appropriate by identifying relevant advertising forums/platforms;
Prepares staff contracts, contract extensions and timely performance evaluation in line with HR best practices and Labor Law.

Onboarding and Training

Leads systematic onboarding for all new employees;
Provides orientation for new employees, including on NIRAS Global Standard policies, procedures and benefit programs;
Ensures that all necessary documentations are properly signed and dated, including employment contract, acceptance of employee handbook, required certifications or endorsement forms;
Ensures that all staff have participated with the NIRAS required e-learning and tests;
Coordinates with the management to ensure that all trainings and tests undertaken are recorded and submitted for reference and certification when necessary;

Employee Separation

Ensures resignation letters are received for employees who intent to leave;
Create and develop exit protocols, forms and procedures;
Ensure that’s separating employees take exit interviews and follow necessary clearance protocols, including those relating to equipment and documents retrieval, final payments and closure of personnel files;
Shares exit interview reports with management in confidentiality.

Payroll and Timekeeping

Ensures completeness and accuracy of timesheets for payroll preparation;
Monitors leave balances and advise staff and management accordingly.

Benefit Management

Ensure enrollment of all staff with HMO after probationary;
Responds to queries in relation to organizational benefits and governmental benefits;
Ensures that employment and working conditions are in compliance with the labor law.

Performance Management

Monitors regularization dates of probationary employees;
Develop pattern and timely execution and completion of performance appraisals and alert management to any challenges or discrepancies in this regard;
Ensures that recommendations for merit increases, salary increments, and personnel movements are captured in a timely manner, and made in accordance with established policies and procedures and labor laws.

Record Management

Maintain an employee e-database;
Maintains HR documents and information with confidentiality, ensuring that all records pertaining to the HR are properly completed, updated, and stored in a secured place;
Additional and other responsibilities consistent with the nature of the position; 

About you

To ensure you’re a suitable candidate, we would like you to hold the following:

Academic degree in Psychology, Human Resource Management, Industrial Psychology or other related fields (minimum Bachelor’s degree or equivalent)
5+ years of related HR experience preferably in International Organizations,  International Consulting, Business Development environment with demonstrated HR Management experience;
With a background in all facets of HR especially in Employee and Labor relations, Compensation & Benefits Administration, Payroll Management, Employee Skill Development, Employee Engagement, Process Optimization, etc.
Excellent communication skills and interpersonal competencies.
Cross-cultural management experiences an asset.
Must be highly organized and detail-oriented
Excellent knowledge in HR best practices, as it relates to local and international organizations
Strong organizational and leadership skills
Outstanding attitude and work ethic, accustomed to working under pressure towards tight deadlines.
