OVERALL SCOPE:
EngenderHealth seeks a consultant to serve as the technical lead during preparations for an anticipated global USAID family planning activity. The selected consultant will lead the technical aspects of the bid’s capture plan, including developing the initial strategy design and providing recommendations on partnership strategy. The consultant will work closely with members of EngenderHealth’s global technical team, business development team, and country offices. Based performance during the capture phase of the consultancy and timing of the release of the solicitation, consultancy may be extended to include role as technical lead during the live solicitation.

SERVICES TO BE PROVIDED DURING CAPTURE:

  • Determine likely focus areas of the RFA and write anticipated project description draft based on preliminary donor analysis
  • Develop preliminary results framework, theory of change, and context analysis, along with suggested illustrative activities
  • Develop draft win themes based on preliminary gap analysis and competitor review
  • Develop core sections of zero draft of technical proposal prior to solicitation’s release
  • Inform partnership plan and engage in partner calls as needed
  • Facilitate technical design sessions with EngenderHealth staff and core partners
  • Contribute to developing initial staffing/recruitment plan, and liaise with EngenderHealth finance team to provide anticipated budget elements
  • Provide inputs into positioning plan for the bid

Estimated time allowance: 25 days

SERVICES TO BE PROVIDED DURING LIVE BID:

  • Guide technical strategy for the proposal, including refining theory of change, developing the results framework, capturing the strategic approach, and documenting illustrative activities
  • Facilitate additional technical design sessions with EngenderHealth staff and partners; and document win themes, strategies and other learnings
  • Write key components of the technical narrative; make revisions according to feedback

Estimated time allowance: 20 days

REQUIREMENTS:

  • Technical expertise in reproductive health, including solid understanding of current trends in family planning service delivery programming
  • Minimum 7 years of experience designing, managing and/or implementing donor-funded reproductive health programs in sub-Saharan Africa
  • Minimum 5 years of experience serving as technical lead for USAID-funded proposals.
  • Deep familiarity with USAID reproductive health/family planning priorities and strategy
  • Experience in program design for complex, multi-million-dollar programs
  • Proven results in working with multiple collaborators globally
  • Strong written communication and presentation skills, including technical and grant writing
  • Ability to balance EngenderHealth technical vision with being responsive to the donor strategy and FP/RH client needs

TIMING:
The consultancy will commence early February 2023 with an anticipated duration of 3 months (pre-bid phase). Live bid phase anticipated to start August 2023 and last for six weeks.
