Together, UN Women in Tunisia and Libya form a Cluster Office with a joint management and operational team.

Women and girls contribute and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and from humanitarian action;
A comprehensive and dynamic set of global norms, policies and standards on gender equality and the empowerment of all women and girls is strengthened and implemented.

To achieve these impacts, UN Women engages in normative support, coordination, and programme implementation. To support its programming and particularly the setting up of new programmes, the Cluster office is looking to hire for Programme Associates to support programming in Tunisia.

Under direct supervision of Programme Specialist, the Programme Associate will support the programme staff in implementing programme activities in line with UN Women rules and regulations, communicating and reporting on results, and engaging with programme partners and stakeholders.

Duties and Responsibilities

Provide administrative and logistical support to the formulation and management of programmes:

Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;
Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers, in collaboration with the Programme team;
Other duties as required.

Provide administrative support to the financial management of programmes:

Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
Prepare non-PO vouchers for development projects;
Process payment for consultants, as delegated;
Create requisitions in Atlas for development projects; register good receipts in Atlas.

Provide administrative support to the programmes:

Undertake all logistical, administrative, and financial arrangements for organization for meetings, workshops, events, and missions;
Support travel arrangements, including travel requisitions and claims;
Draft minutes in meetings, as delegated;
Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;
Organize and coordinate filing of documents; maintain mailing lists.

Provide administrative support to resource mobilization:

Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.

Facilitation of knowledge building and knowledge sharing:

Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

* Consultant are expected to be equipped with all materials and equipment needed to perform their tasks for example laptop, software etc..



progress report on:

Programme activities and their results.
Programme expenditures.
Communications of the programme.
Work plan for the next month.

Required Skills and Experience


Bachelor’s degree or equivalent in social sciences, human right gender/women’s studies, international development, business, public administration, or a related field is required;
A Master’s degree or equivalent is an asset;
A project management certificate is an asset.


At least 2 years of relevant work experience in development programme/project implementation, coordination, monitoring an evaluation, donor reporting and capacity building;
Experience in working with women’s rights and/or gender equal;programmes/projects is an asset;
Experience coordinating and liaising with government agencies, civ society organizations, private sector and/or donors is an asset;
Experience working for a UN agency is an asset.

Language Requirements:

Fluency in oral and written English and French required.
