Mission description

The Key Expert n°4 " Energy statistics and climate change policy expert " will ensure the technical implementation of the activities carried out in the framework of the "Energy statistics and data" project in Tanzania.

More specifically, under the leadership of the project manager based in Dar-es-Salam and the technical director of the key experts team, s/he will be in charge of the following tasks:

Streamline climate change in all activities of the project and work on climate change related issues (see paragraph “project description”)
Provide support to Tanzanian institutions concerned handling climate change issues
Conduct carbon footprint audits
Oversees studies on climate change and data
Assist experts working on component 2 on planning (see paragraph “project description”)

Additionally, under the leadership of the project manager based in Dar-es-Salam and the technical director of the key expert team, and acting as a team mate to one expert already identified on all these tasks, s/he will be in charge of the following tasks:

Undertake a training needs assessment on energy statistics:

It is necessary to conduct a detailed technical needs assessment of all the direct beneficiaries and stakeholders (National bureau of statistics, Minister of Energy, TANESCO, Ministry of Environment, the National Carbon Monitoring Centre…). This assessment shall be done through direct interviews with people to be trained, interviews with human resources services to assess ongoing training programmes, and interviews with managers to understand what is expected.

Support to the Tanzania Energy Statistics Academy (TESA) implementation

The project aims at creating a sense of belonging to a community handling energy data and statistics through the creation of a TESA. This pool of beneficiaries shall include representatives from a wide range of organisations that all have an interest in the production, analysis and/or use of energy statistics (yearly programme gathering a cohort of 20 to 30 people).

Beyond curriculum and lectures, the expert will frame a scheme to monitor progress of students: exercises, assignments, etc.

The expert will have to produce several modules with the technical director and possibly short term expertise: Introduction, data driven decision (DDD) making in the energy sector, basic energy statistics, energy efficiency, greenhouse gas emissions from the energy sector, gender perspectives in energy data, energy data forecast modelling, presenting data…

Mapping current sources on energy in Tanzania (flows and structures) and identify black data spots

In short, this activity includes:

Mapping current sources on energy in Tanzania (flows and structures)
Mapping planned additional sources on energy in Tanzania (flows and structures)
Identifying black data spots where more data are needed
Recommend methods to eliminate black data spots (new survey, administrative data, other)

Getting an overview of what data are available, their level of detail as well as the quality is crucial for the implementation of the rest of the project. This is the foundation for the project as much as it will be about consolidating (using the same reference periods and definitions) the existing sources and adding new sources.

In short, this activity includes:

Design new business surveys to cover black spots in data coverage on energy consumption in businesses
Design new household surveys to cover black spots in data coverage on energy consumption in households
Monitor surveys and validate results
Produce historic energy balances back to 2000

It is crucial for planning purposes to have historic data. It is estimated that it is sufficient yet also viable to compile energy balances back to year 2000. These energy balances will not be precise but will capture the most significant developments. It will be necessary to estimate quite a number of the cells in the historic energy balances.

Energy data modelling

In short, this activity includes:

Calculate different policy scenarios linked to greenhouse gas emission targets

Expertise France will contract a firm specialised in the development of such databases. The expert will work with the technical director on the supervision of these developments.

- Support the monitoring and evaluation of the European Union budget support program for the energy sector in Tanzania.

Based on a list of pre-established qualitative and quantitative indicators, the expert will check the technical soundness of the work carried out monthly by the project management team. S/he will also contribute to semi-annual reports on the state of the energy sector in Tanzania and participate in national sector monitoring meetings.

Project or context description

The European Union Delegation of Dar-es-Salam (EUD) has requested Expertise France to implement the "statistics and data" part of its energy sector reform support program (total amount of €35 million, 3 components including: 1/ recovery of the public electricity company TANESCO; 2/ strategic planning; 3/ energy statistics). The budget allocated to this component is 5 million for a 33-month implementation period.

The "Energy Data and Statistics" project aims to contribute to the development of the energy sector in Tanzania by upgrading the energy-related statistical system. It is a technical project on statistics, the effects of which on the production of energy statistics will contribute to improving the performance of the energy sector, and consequently the socio-economic development as a whole.

Statistics is a very important issue in Tanzania, given the importance of reliable data for steering public policies. It will also be an opportunity to focus on specific statistics related to climate and gender issues.

Expertise France is developing the project with the Tanzanian partners and the European Union (project funder). The inception phase of the project should begin in February 2022.

-Activity 4.2.: In-depth analyses of the energy sector are provided

-Activity 4.3.: A sector-wide policy dialogue in the Tanzanian energy sector and an High Level Dialogue with the EU on the Energy sector programme is facilitated

Required profile

Education and experience:

Master's degree or advanced degree in statistics and/or energy related field or relevant professional experience in the energy sector
At least 5 years of professional experience in the energy sector, with proven experience on climate-specific items
Good knowledge of statistical methods
Experience in cooperation projects,
Knowledge of energy and climate policies
Knowledge of East Africa will be an added advantage

Key skills:

Skills in trainers and capacity building approaches and design
Skills in supervising statistical cooperation programmes

Additional information

About 330 Working Days are envisioned on this contract, over an implementation period of 30 months, with frequent trips to Tanzania (both Dar Es Salaam and Dodoma)
